Project Manager (PE), Water Resources, San Antonio, TX Halff is seeking a Project Manager (P.E.) Civil/Stormwater Engineer to join our expanding Water Resources Engineering team in San Antonio, TX. In this role, you will lead and manage water resources projects, delivering hydrologic and hydraulic analyses, drainage and watershed management, FEMA floodplain analysis, and early‑stage design solutions for both public and private stormwater infrastructure projects. The candidate must be able to successfully work on projects and work closely with internal and external clients, perform flood risk education and planning, flood infrastructure planning, and design for private and public stormwater infrastructure. The ideal candidate brings 5+ years of project management experience in water resources engineering, hydrology, hydraulic modeling, and related civil engineering disciplines. What you will do Manage projects from planning through delivery, collaborating with project members, multi‑practice teams, subconsultants and other stakeholders to ensure deliverables, requirements, schedules, costs and meeting plans are communicated. Assist in development and management of project scopes, budgets, and schedules. Support in preparation of proposals and RFQs. Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice. Apply technical expertise appropriately by understanding project‑specific standards, criteria, deliverables and best practices. Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability. Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle. Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within the project team. What you will need Bachelor's or master's degree in civil engineering, environmental engineering or ABET accredited equivalent engineering degree. Professional Engineer (PE) License in the State of Texas. 5‑10 years of experience, leading and/or supporting water resources/public works projects including channels design, storm drain analysis and design, watershed modeling, hydrologic and hydraulic modeling, and master drainage planning. Excellent technical writing and communication skills. Must be proficient in project management, administration, and supervision, with a focus on quality, integrity and success. Proficiency in CAD software (AutoCAD Civil 3D or Bentley OpenRoads Designer). Experience with HEC‑RAS, HEC‑HMS, ArcGIS Pro. Familiarity with XP‑SWMM, InfoWorks ICM. Established client relationships in Central Texas a plus. CFM (Certified Floodplain Manager) is preferred.
