Description United American Indian Involvement (UAII) is the only Urban Indian Organization in Los Angeles County, proudly serving as a home for American Indian and Alaska Native communities. Through our healthcare facility and culturally centered programs, we provide essential physical, behavioral, and spiritual health services—helping individuals stay connected to their Tribal heritage and traditions. For over 50 years, UAII has grown to become the largest nonprofit provider of health and human services for American Indians and Alaska Natives in Los Angeles, home to the nation’s largest Urban Indian population. Truth and Transparency – I will communicate honestly and openly, ensuring clarity in our commitments and accountability in our actions Position Summary The UAII Housing Department strives to make a difference by guiding and encouraging eligible American Indian/Alaska Natives to establish a self‑sustaining way of life. We assist clients by providing links to wrap‑around services and external resources for stable housing. Our goal is to assist our clients experiencing homelessness, unstable housing, or who are severely rent‑burdened living in the County of Los Angeles and Orange County to find stable/permanent housing. Under the direction of the Housing Program Manager, the Sr. Lead Housing Navigator will be responsible for in‑office supervision, development and performance management of UAII Housing staff. The Sr. Lead Housing Navigator will directly supervise case management, navigators, and specialist staff as well as subcontracted partnerships (if applicable). Essential Duties Responsible for in‑office supervision, mentorship, and development of UAII Housing staff Supervise housing case management, housing navigators, and housing support specialist as assigned Supervise and facilitate training related to navigating the Los Angeles Homeless Management Information System and identify training that would be beneficial to the AI/AN community Navigate HIMS and identify training that would be beneficial to serve our AI/AN Assess housing barriers of individuals experiencing homelessness to determine housing and service needs Provide mediation and advocacy with landlords on the client’s behalf to develop a workable plan to obtain and or maintain housing Apply knowledge or create workshops to educate clients of their rights and responsibilities as it relates to housing Ensure the housing team is providing proactive follow‑up home visits to ensure stability and further progress towards self‑sufficiency; this includes support, advocacy, reducing isolation, listening, problem solving, and identification of resources to assist with reintegration of participants in the community and the retention of permanent housing Maintain contact with program participants to ensure activities occur within time limits and in accordance with program and funding source requirements Network with other agencies, coalitions, and local community partners Collaborate and work closely with Workforce Specialists and Workforce Career Counselors to assist clients in the use of resources and technology for job search, job placement and career advancement activities Conduct outreach, including cold calls, to the business community to promote program services to homeless clients Conduct client recruitment and outreach activities Assist participants in development of a strength‑based/solution‑focused individualized or family goal and action plan that promotes permanent housing and self‑sufficiency; develop an effective, timely internal/external referral network in order to ensure ongoing direction and support as needed. Assist clients with housing search and housing placement, assist in completing rental applications, supportive and subsidized housing paperwork, interpreting leases and understanding tenant rights and responsibilities Provide backup to staff to conduct home inspections to ensure housing is habitable Build partnerships with LAHSA, CES organizations, rental offices, and housing managers Ensure the client applications is in compliance with funding eligibility requirements Document and enter all information into database and maintain all files organized Ensure and maintain accurate daily logs records, monthly outcome reports, and files for each housing client Provide mediation and advocacy with landlords on the client’s behalf to develop a workable plan to obtain and or maintain housing Participate in the negotiation, preparation, and administration of leases and housing assistance contracts Apply knowledge or create workshops of residential lease contracts to educate clients of their rights and responsibilities Maintain contact with customers to ensure activities occur within time limits and in accordance with program and funding source requirements Refer to other UAII services or community services as appropriate Process program paperwork in accordance with agency program deadlines and prepare and submit monthly reports Ability to represent the agency and communicates accordingly at identified community, government, and/or business meetings Conduct outreach at events to coordinate community relations and to promote Housing program Keep Management well‑informed regarding activities, pending issues and potential problems You may perform all elements of this position or identified components, other duties as assigned or required for the purpose of the position or for organizational efficiency and effective client service Minimum Qualifications (Education & Experience) Bachelor’s Degree in Public Administration, Social Work or Urban Planning from an accredited college or university or equivalent education and experience. Minimum 5 years of management and related work experience primarily working with the homeless population Experience supervising a team Property management or real estate experience Must have experience working with LAHSA Case Management and intake experience Necessary Knowledge, Skills, and Abilities Maintain strict confidentiality of client and personnel information adhering to HIPAA, professional codes of conduct, State of CA regulations, Privacy Act, and UAII policies and procedures Possess the ability to communicate with others in a courteous and professional manner Excellent oral and written communication skills Proficient in English Ability to diffuse situations at the housing units Demonstrated knowledge of Federal, State and Local fair housing laws Experience managing front office including all administrative duties and events Strong ability to prioritize tasks and possesses an affinity for details and strong data entry skills. Demonstrated success in programs that involve the homeless population. Able to demonstrate professionalism, courtesy, efficiency, excellent problem resolution, and customer service skills as well as high ethical standards and behavior. Strong team player with the ability to work well with co‑workers and independently while working in a fast‑paced, deadline‑oriented environment. Demonstrate continuous effort to improve effectiveness, produce quality work, anticipate management needs and suggest ideas for improvement. Willingness to participate in training sessions to improve and/or learn new skills relevant to the position Able and willingness to work with culturally diverse populations Sensitive and/or knowledgeable to the needs of the American Indian community/culture Proficient in Microsoft Office applications (Word, Excel, PowerPoint) Proficient in Google Suite (Mail, Calendar, Drive, Meets) Proficient with Social Media Platforms (Facebook, Instagram, etc.) Working knowledge of Zoom or similar meeting platforms Knowledge of Title V of the Indian Health Care Improvement Act (PL 94‑437). Knowledge of the Affordable Care Act (PL 111‑148). Strong understanding and sensitivity to American Indian/Alaska Native (AI/AN) cultures and lifestyles and work effectively with AI/AN population. Preferred Qualifications (Education & Experience) Experience working with the American Indian/Alaska Native community Experience working with nonprofit organizations, community groups and performance‑based government contracts. Knowledge of Indian Self‑Determination and Education Assistance Act (Public Law 93‑638) Master’s Degree in Public Administration, Social Work, or Housing and Community Development from an accredited college or university. Conditions of Hire Eligibility to work in the U.S. Fingerprint clearance and post‑offer drug test. Proof of hepatitis B vaccination and TB screening. UAII strongly encourages COVID‑19 and influenza vaccinations; in the absence of the recommended vaccinations, employees are advised to wear a mask while in the clinic areas.
