Job Summary: As the Federal/Civilian (FedCiv) Proposal Manager, you’ll work with the Proposal Team, as well as Capture Leads, Senior Leadership, Operations Teams, Technical Personnel, and many additional proposal contributors to organize, track, develop and deliver compliant, winning proposals in response to FedCiv customer solicitations. The FedCiv Proposal Manager is solely responsible for leading the end-to-end development of compliant, compelling, and competitive proposals in support of Federal, State, and local Government opportunities, with an emphasis on FedCiv customers. This role manages the full proposal lifecycle—from pre-Request for Proposal (RFP) planning through submission and post-submittal activities—partnering closely with Capture Managers, Technical Leads, Pricing, and Executive Leadership. The FedCiv Proposal Manager analyzes solicitations (RFPs) and Request for Information (RFI)/Sources Sought (SS) and ensures adherence to solicitation requirements; oversees proposal schedules and deliverables; facilitates color team reviews; and drives the integration of win themes, discriminators, and clear value propositions throughout all required volumes. Success in this role requires strong time management, exceptional writing and editing skills, demonstrated leadership and collaboration capabilities, and the ability to meet deadlines in a fast-paced environment. Responsibilities: As the Proposal Manager, lead the end-to-end proposal process from RFP release through final submission, ensuring compliance, schedule adherence, and delivery of a high-quality, compelling proposal. Upon RFP release, the Proposal Manager analyzes solicitation requirements; develops the proposal kick-off slide deck; creates the proposal schedule to include all color teams and deadlines; develops the compliance matrix, outline, and response templates; and coordinates kickoff activities with Capture, Solution Teams, Operations, and Pricing among additional contributors. The Proposal Manager facilitates content development by assigning section ownership; managing writing efforts; tracking action items; and ensuring contributors align to win themes, discriminators, and customer requirements. Throughout proposal development, the Proposal Manager runs color team reviews, incorporates feedback, manages version control of response documents, and ensures proposal content is compliant, consistent, and strategically positioned. The Proposal Manager coordinates with Subject Matter Experts (SME), Recruiting, Pricing, Contracts, and all other members of the Proposal Team to ensure all volumes are fully aligned with the technical solution. As submission approaches, the Proposal Manager conducts final quality assurance reviews, validates formatting and compliance requirements, manages production activities, and resolves last-minute issues to ensure proposal readiness. The FedCiv Proposal Manager is ultimately responsible for delivering a complete, compliant, and compelling proposal package by the deadline (24 hours in advance of the Government’s deadline), including coordinating with Contracts to ensure successful, compliant proposal submission and confirmation of receipt by the Government. Additional areas of responsibilities: Collaboration: Work with a wide range of personnel, to include Capture and Proposal Vice Presidents, Portfolio Vice Presidents, Business Development Professionals, Technical and Business SMEs, Content Developers, Capture Managers, Recruiters, Pricing Teams, Contracts and Subcontracts, and Teaming Partners, as well as Senior Leadership and additional contributors. Creating Pre-Proposal Artifacts: Examples include (but not limited to) developing proposal schedules, proposal outlines, compliance matrices, and creating color team review materials. Identifying and Managing Content: Work with Program Manager, Business Development Leads, Capture Managers, Teaming Partners, and other contributors to review solicitations to identify, capture, and write content for response to include past performance and key personnel, among many additional volumes. Maintaining Proposal Artifacts: Adjust proposal schedule as needed (amendments, progress, etc.), update compliance matrix, and document solicitation changes impacting the response. Tracking Action Items: Scheduling and leading frequent touch-point meetings, capturing meeting minutes/action items, and monitoring progress of action items. Compliance Auditing: Ensuring responses comply with all RFP/RFI/SS requirements (i.e., structure, content, and formatting) – updating compliance matrix as required based on solicitation amendments. Configuration Control: Managing permissions and access to response documents, ensuring version control of documents. Desktop Publishing and Editing: Proofreading and formatting technical and non-technical documents. Production: Finalizing and producing response documents to include printing, copying, binding, shipping, or electronic uploads or preparation of digital media as required by the client’s solicitation. Maintaining the Proposal Repository, Artifact Repository, and Quals Repository: responsible to manage and organize content/structure. Creating artifacts and boiler plate language for repositories.? Conducting Lessons Learned sessions post-submittal and post-award/debrief with the Proposal Team and capturing/incorporating process improvements. Education and Experience: Bachelor’s degree and a minimum of five (5) years of relevant, specifically FedCiv experience in proposal management, within a FedCiv Government contracting environment. Minimum of five (5) years of experience required managing FedCiv proposals for customers to include but not limited to: Legislative Branch (Congress, Senate, House of Representatives), Department of Commerce (Census Bureau), HHS (NIH, CMS, FDA), GSA, Department of the Treasury (IRS), DHS (CBP, USCIS), Department of State (DoS). Demonstrated experience leading the entire proposal process from RFP/RFI/SS release through final submission, ensuring compliance, schedule adherence, and delivery of a high-quality, compelling proposal. This includes managing the entire proposal team (must have demonstrated leadership skills and ability to resolve issues/escalate when needed) throughout the duration of the proposal process. Experience analyzing FedCiv solicitation requirements in their entirety and in-depth knowledge of the various RFP sections; creating the compliance matrix and performing compliance reviews at all color team stages; developing kickoff slides, proposal schedule, and outline; and coordinating/leading kickoff activities with Capture, Operations, Pricing, Solution Teams, and all other proposal contributors. Experience facilitating content development by assigning section ownership, managing writing efforts, tracking action items, and ensuring contributors align solutions to win themes, discriminators, and customer requirements. Experience throughout proposal development preparing documents for color team reviews/debriefs, incorporating feedback, managing version control, and ensuring proposal content is compliant, consistent, and strategically positioned. Experience coordinating with Capture, Business Development Leads, Pricing, Contracts, Consultants, Procurement, all subcontractors, and other proposal contributors to ensure volumes such as Admin, Management, Technical, Staffing Plans, Past Performance, Resumes, Cost, etc. are fully aligned with the technical solution and are 100% compliant with all solicitation requirements. Experience conducting final quality assurance reviews, validating formatting and compliance requirements, managing production activities, and resolving last-minute issues to ensure proposal delivery readiness. Demonstrated experience delivering a complete, compliant, and compelling proposal package in collaboration with the Contracts Department to ensure proposals are submitted in accordance with solicitation instructions and delivered 24 hours in advance of submission deadline. Experience reviewing RFI/SS requirements, creating a compliant template, and managing the response from RFI/SS release through submittal. Experience working in a deadline-driven, fast-paced environment with competing priorities to include managing multiple RFP and RFIs/SS during the same time period. Required Skills: Demonstrated experience managing the full proposal lifecycle for FedCiv Government solicitations. This includes leading the entire Proposal Team throughout the full proposal process (must demonstrate ability to keep proposal contributors on-schedule. Demonstrated experience analyzing solicitations and developing questions to submit to the Government. This includes an individual in-depth RFP/RFI/SS analysis and collaborating with the Proposal Team and Contracts. Proven proposal and time management skills with the ability to manage multiple, concurrent proposals under tight deadlines. Excellent writing, editing, and proofreading skills with a focus on clarity, compliance, and persuasiveness. Ability to lead cross-functional teams, including (but not limited to) Capture, Technical SMEs, Pricing, and Marketing/Graphics. Experience developing and managing proposal schedules, outlines, and compliance matrices. Expert proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Teams), Adobe Professional, and collaboration tools (e.g., SharePoint [required]). Strong attention to detail and organizational skills. Effective communication and stakeholder management skills. Experience leading color team reviews and debriefs (Pink, Red, Gold, White Glove). Graphic coordination or experience working with proposal Design Teams. Desired Skills: Knowledge of Government procurement processes. Association of Proposal Management Professionals (APMP) Training and/or Certification Understanding of pricing strategies and cost volume development. Experience with content libraries, knowledge management, and proposal reuse strategies.
