Position Overview Northrop Grumman Mission Systems has an opening for a Principal Procurement Specialist to join our team of qualified and diverse individuals in Sunnyvale, California. This exciting role supports the Maritime/Land Systems & Sensors division, which supports the Submarine Industrial Base and performs on Northrop Grumman’s existing programs and platforms while also exploring exciting and new opportunities to shape Northrop Grumman’s portfolio of the future. The position reports to the Procurement Manager for the Marine Systems Business Unit with sites in Sunnyvale, CA and Philadelphia, PA. This position is fast‑paced, with high expectations and significantly diverse assignments. There is a strong preference for this role to be full‑time onsite at our Sunnyvale, CA facility; however, full‑time remote telecommuting may be considered or working in our San Diego, CA, Rolling Meadows, IL, Baltimore/Linthicum, MD or Salt Lake City, UT NG facility. Responsibilities Develop subcontract specifications, work statements, and terms and conditions for the procurement of services, specialized materials, and/or equipment Prepare bid packages, conduct bidders conferences, analyze and evaluate proposals, perform price/cost negotiations, select or recommend subcontractors, write awards, and administer resulting subcontracts Ensure that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded Negotiate and coordinate additions, deletions, or modifications to subcontracts Participate with program functional areas to coordinate subcontract funding, invoice processing and program reviews Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end‑users In conjunction with the quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations Manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations Utilize process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement Manage and develop strategic/key suppliers. Review and approve supplier payments Basic Qualifications Bachelor’s degree and a minimum of 5 years of procurement experience or a Master’s degree and minimum of 3 years of procurement experience; or 9 years of procurement experience may be considered in lieu of a degree Experience with procurement policies, procedures, and regulations Experience with FAR/DFARS and associated Federal Contracting regulations United States Citizen Preferred Qualifications Experience with International Procurements under US Govt. prime contracts Experience working with issues related to Import / Export of materials and technology Experience with SAP procurement systems Primary Level Salary Range: $73,400.00 - $128,400.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
