Electric Journey Worker

GENERAL STATEMENT OF DUTIES:

Under general direction of the Electric Foreman, the Electric Journey Worker is a highly responsible position that leads to the construction and maintenance of the City of Burnet's power system. This position is responsible for ensuring crews perform assigned work efficiently and safely. This position is not regularly supervisory but may lead crews onsite, in the absence of the supervisor, when carrying out the tasks and projects assigned. The Journey Woker will be required to work courteously and effectively with City staff, leadership, and the general public. This position requires the ability to work in outdoor conditions and on-call, weekend, holiday, and evening hours during emergency situations.

ESSENTIAL JOB FUNCTIONS:

Performs work in a safe and efficient manner. Ensures safety of self, crew, and the public during work. Leads job site briefing including discussion of job plan, PPE needs and use, and risk mitigation. Communicate effectively and professionally with customers, the public and City staff. Demonstrates proficiency in work involving energized 12kv primary lines using approved line work methods including: Uses of rubber gloves and sleeves from an insulated bucket truck or other aerial lift device. Identifies zones of protection, switching, tagging and grounding. Uses primary voltage meter to test line de-energized prior to grounding. Safely operates primary voltage switches, install/remove grounds and tags. Understands how to operate substation breakers and pole mounted re-closers. Understands how to loop feed a 12kv circuit to take equipment/lines out of service without customer outage. Completes work for maintenance and new construction projects involving energized 12kv facilities. Wires and connects three phase transformer banks and installs associated advanced metering with CT's. Installs lightening arrestors, cutouts, cross arms, insulators, & switches on de-energized lines. Installs and replaces poles. Replaces line fuses, fuses in transformers and clears faulted circuits and systems. Assembles electric apparatus. Install and hooks up transformers. Install and remove a new or replacement service. Ability to install and remove energized and de-energized electric meters. Install, remove and maintain streetlights. Inspects, sets up and safely operates bucket truck, material handler, winch truck and digger truck. Supports, coaches and mentors Apprentice Line Workers. Maintains worksites such as digging and filling in holes and cutting or hauling brush. Maintains utility trucks and stocks with materials, poles, and transformers. Understands and performs rigging, hand lines, and lineman knot tying. Understands the proper use and maintenance of hand tools. Inspects rubber goods and PPE and utilizes appropriate personnel protective equipment Must possess the necessary tools to be able to climb different types of structures (wood, steel, etc.) May be assigned to assist other City Departments in construction, maintenance, and repair projects. Uses good judgment to avoid damage and prevent accidents and incidents. Maintains vehicles and equipment to ensure proper working conditions and schedules maintenance. Preform daily pre-checks on vehicles and equipment prior to leaving the yard and document results. Must be able to work On-Call, standby, and overtime outside regular hours and emergencies. Must be able to work outside in all types of weather conditions. Perform such other duties as may be assigned. Regular attendance and reliability are required and critical to City operations.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of general electrical system principles, practices, procedures, and safety codes; basic electrical design; and standard office practices and procedures; Knowledge of and ability to utilize appropriate equipment and tools used in building, maintaining, and repairing electrical systems Knowledge of applicable City, State, and Federal laws and regulations applicable to the department. Ability to present a professional appearance and conduct when representing the City. Ability to read and write. Ability to communicate effectively, both verbally and in writing. Ability to establish and maintain effective working relationships general public Ability to work cooperatively and productively with supervisor, subordinates, individuals, co-workers, and groups of persons at all levels of activity, contributing to a strong spirit of teamwork. Ability to lead and train staff. Ability to plan and schedule work and implement directives Ability to perform tasks effectively and efficiently. Ability to accurately interpret written and verbal instructions throughout scope of work. Ability to climb poles and ladders and safely work from heights Ability to remain safety conscious at all times, including when under high stress and pressure Ability to safely operate equipment and job related tools Knowledge and understanding of electrical theory, policies and procedures Knowledge and understanding of 3-phase transformer connections/ voltages and advanced metering (including CT's) Ability to update drawing, GIS records and create "as-built" drawings

MINIMUM QUALIFICATIONS

High school diploma or GED Any equivalent combination of general experience and training in all types of electric distribution system elements which provides the required knowledge, skills, and abilities. Minimum five years' experience in electrical distribution and training as Apprentice Line Worker IV. Hold and maintain a valid Texas Driver's License with an insurable driving record while employed. Valid Class A Texas CDL or the ability to acquire within six months. Required to hold or obtain various electrical certifications including Journey Worker Certification. Must be able to pass drug screening and background check.

WORKING ENVIRONMENT AND PHYSICAL REQUIREMENTS

The work environment described here is representative of those an employee encounters while performing the essential functions of this job. Work requires bending, squatting, climbing, kneeling, and reaching both to ground level and overhead. The ability to push and pull, lift and carry up to approximately 50 pounds. Must be able to hold and grip objects, climb ladders, and distinguish primary colors due to wiring and resister color codes. Subject to prolong walking, sitting, standing and working in awkward positions. The ability to operate office equipment and mobile technology. While performing the duties of this job, the employee will be exposed to all outside weather conditions including extreme heat, cold, wind, ice and rain. In addition, the employee will work near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibrations. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and risk of electrical shock.
