Community Development Block Grant Coordinator

HIRING RANGE: $98,427.70 - $109,364.11/year This position will be responsible for managing the City of Lakewood’s Community Development Block Grant (CDBG) program as part of the Housing and Livable Communities Division. Essential Duties and Responsibilities Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without reasonable accommodation. Oversees all aspects of Community Development Block Grant (CDBG) program administration including programmatic and financial planning, application review and approval, activity implementation, oversight, compliance and reporting requirements. Coordinates, develops, implements and monitors program goals, strategies, plans, policies and procedures to ensure financial and programmatic compliance requirements and performance outcomes for federal, state, and local projects/programs. Prepares routine, and related program reports which include the CDBG Consolidated Plan, Annual Action Plans, Consolidated Annual Performance and Evaluation Report (CAPER) and the Integrated Disbursement and Information System (IDIS). Prepares annual budgets and funding allocations in accordance with program objectives, priorities, and deliverables established in the Consolidated Plan. Is responsible for knowing and complying with all applicable HUD/federal/state program regulations, funding requirements and policies and procedures. Ensures compliance with federal regulations concerning Davis Bacon Labor Act, Fair Housing, Lead Based Paint Hazards, National Environmental Policy Act (NEPA), State Environmental Policy Act (SEPA), Endangered Species Act, Uniform Relocation Act and other requirements. Represents the City of Lakewood to the public, effectively building relationships with community and government partners, residents, developers, service providers and investors in housing, homelessness and community development matters. Provides technical assistance and training to applicants and grantees in project planning, budgeting, and compliance. Assists the Housing and Livable Communities Manager to establish credibility for the work of the Division with Lakewood citizenry, neighborhood and business organizations, City Council, Planning Commission, City Manager's Office, and other departments and divisions. Work includes extensive interaction with the public, preparation of staff reports, and oral presentations to Planning Commission, City Council, and the public. Responsible for a complex set of projects and assuring work tasks and products are produced in a high quality, effective manner within required timeframes. Sets priorities effectively and makes adjustments when the workload exceeds available staff capacities. Analyzes community issues, researches background material, develops alternative approaches, and recommends solutions. Coordinates interdepartmental and community review and presents information to Planning Commission, City Council, and other relevant audiences. Remains available for timely and articulate information requests as a subject matter expert within scope of responsibility. Identifies areas of opportunity for purposes of process improvement and innovation. Fosters partnerships with local government agencies, nonprofit organizations and community groups both in the city, county and Denver metro area. Leverages the City’s professional networks and other professional opportunities to maintain working knowledge of best practices in the industry. Performs other duties as assigned. Reporting Relationships Supervision Received: Housing and Livable Communities Manager Supervision Exercised: None Knowledge Skills and Abilities (KSAs) Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization. Ability to manage, analyze and communicate complex data sets and utilizing relevant software. Considerable knowledge of Housing and Urban Development, and the Community Development Block Grant Program. Experience developing policy and implementing programs related to the primary work areas listed above. Demonstrated commitment to incorporating perspectives of diverse and under-represented communities to better understand impacts and outcomes of decision-making processes. Understanding of current economic and social drivers of housing instability and homelessness and best/promising practices in homelessness and housing response. Must be able to interact with others in a positive manner and demonstrate ability to work effectively both independently and as part of a team. Effective communication, interpersonal and group facilitation skills, with ability to work collaboratively with all stakeholders. Demonstrated ability to create and/or deliver data-informed presentation exhibits including quantitative visuals that increase understanding of technical information. Demonstrated ability to develop operational strategies to meet or exceed strategic plan objectives. Technological Skills Proficient in Microsoft Office Suite and grant management Software, such as HUD’s Integrated Disbursement and Information System (IDIS). Education Bachelor’s degree in urban planning, public administration, community development or related field. Experience Five years’ experience in grant management, community development or related field. Experience with HUD grant programs such as Community Development Block Grant, HOME Investment Partnerships program, Low Income Housing Tax Credits or other federal affordable housing and homeless programs and funding. Preferred Master’s degree and/or experience working for either a municipality or county in areas of affordable housing and homelessness response. Working Conditions and Physical Requirements Must successfully complete and maintain required state or departmental physical standards and certifications. LIGHT WORK: Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for Light Work. The city pays the cost of this coverage. Pension Our pension fund is a social security replacement, money purchase plan. Mandatory employee contribution is 11% of gross base salary; city contribution is 13% of gross base salary. Sick Leave Full-time employees earn 8 hours per month. Part-time employees earn 6 hours per month. Vacation Full-time employees with less than five years of service earn 8 hours per month. Part-time employees with less than five years of service earn 6 hours per month.
