Job Description and Duties
RESPONSIBILITIES
• Provide proactive workers’ compensation risk assessments and exposure analysis, as well as general injury prevention advisory services for the Judicial Branch Workers’ Compensation Program and its members.
• Assist member courts with general workers’ compensation inquiries and work with program vendors and stakeholders to address Advisory Committee, Subcommittee and program member requests.
• Directly support Judicial Branch Workers’ Compensation Program and its members on workplace injury and workers’ compensation claim matters and explore risk control options.
• Develop program-wide workers’ compensation risk management strategies and claim cost containment.
• Evaluate the program’s risk mitigation efforts and develop focused action plans to address deficiencies in risk management and strategies that minimize injury risks and financial losses.
• Provide ongoing oversight of the claims administration process between the members and the vendors.
• Oversee claims handling processes for members and third-party administrator by prioritizing unresolved liabilities, conducting reserve analysis, and validating data.
• Review and validate incoming claims and ensure appropriate handling in accordance with the program’s service guidelines and claims manual.
• Review Judicial Branch Workers’ Compensation Program actuarial analysis and develop cashflow reports and dashboards.
• Partner with the unit’s Senior HR Analyst to conduct workers’ compensation training webinars and develop resources.
• Provide backup support for the unit’s Senior HR Analyst.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
MINIMUM QUALIFICATIONS
Bachelor’s degree and three (3) years of professional human resources experience. An additional four (4) years of professional human resources experience may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year
basis.
OR
Juris doctor with a focus on employment law or master’s degree in human resources, organizational
development.
OR
Two (2) years as an Associate Human Resources Analyst with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Human Resources Analyst in a California superior court or California state-level government entity.
DESIREABLE QUALIFICATIONS
• Proficiency in Microsoft Excel, SharePoint, Power BI, or equivalent analytics platform.
• Experience with risk management information systems and analyzing HR data and workers’ compensation loss reports.
• Hands-on knowledge of the California Labor Code, Division of Workers' Compensation (DWC) regulations, Medical Treatment Utilization Schedule (MTUS), and the Workers' Compensation Appeals Board (WCAB) process.
• Experience in managing a lost-time/indemnity desk, including investigating, evaluating, and bringing workers’ compensation claims to resolution.

$7,513 - $11,270 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
