Estimator - Oil & Gas & Utilities

Role Description We are seeking an experienced Oil & Gas Utility Estimator to join our team. This role is responsible for preparing accurate and competitive cost estimates for utility construction projects within the oil & gas industry, including underground utilities, electrical infrastructure, pipeline support systems, civil work, and related facility improvements. The ideal candidate has a strong understanding of utility construction means and methods, labor productivity, equipment utilization, subcontractor coordination, and material pricing. This individual must be able to analyze drawings and specifications, develop detailed takeoffs, and collaborate with operations, project management, and field teams to support successful project execution. Key Responsibilities Prepare detailed quantity takeoffs and cost estimates for oil & gas utility and infrastructure projects Review plans, specifications, bid documents, contracts, and scope requirements Develop labor, equipment, material, subcontractor, and production rate estimates Solicit and evaluate subcontractor and vendor pricing Identify project risks, constructability concerns, and scope gaps during the estimating process Participate in bid reviews, strategy meetings, and proposal development Coordinate with project management and operations teams to ensure accurate handoff from estimating to execution Maintain and update estimating databases, assemblies, unit pricing, and historical cost information Prepare bid summaries, clarifications, value engineering suggestions, and scope comparisons Support change order pricing and cost analysis throughout the project lifecycle as needed Stay current with industry trends, labor markets, utility standards, and material pricing fluctuations Required Qualifications 10+ years of industry experience required 5+ years of estimating experience in oil & gas, utility, heavy civil, electrical, or underground infrastructure construction Strong understanding of utility construction practices including trenching, duct banks, conduit systems, grounding, pipelines, electrical distribution, concrete, and civil work Ability to read and interpret construction drawings, specifications, and utility standards Experience preparing conceptual, hard bid, negotiated, and design-build estimates Knowledge of labor production rates, equipment utilization, and utility construction sequencing Strong organizational skills with the ability to manage multiple bids and deadlines simultaneously Proficiency in Microsoft Excel and estimating software platforms Excellent communication and collaboration skills Valid driver’s license required Must be able to pass a pre-employment drug screening and background check Preferred Qualifications Experience estimating utility work for oil & gas facilities, terminals, compressor stations, refineries, or pipeline infrastructure Experience with electrical utility systems, instrumentation, controls, or SCADA-related work Familiarity with estimating software such as Accubid, HeavyBid, McCormick, HCSS, or similar platforms Knowledge of Sage, Procore, Bluebeam, or other construction management software Field construction experience or strong operations background preferred Understanding of utility permitting, safety requirements, and industry standards As part of our compensation package, we offer: Medical, Dental, and Vision Insurance Life Insurance Sick Leave Pay Vacation Pay Employment with P.E.B., Inc. is contingent upon successfully completing: Criminal background check Employment verification Drug and alcohol screening Employment is also contingent upon compliance with all company policies, procedures, and safety regulations.
