We are excited to announce that effective January 1, 2026 the California Prison Industry Authority (CALPIA) has been renamed the California Correctional Training and Rehabilitation Authority (CALCTRA).


Under the direction of the Chief Financial Officer (CFO), the Financial Controller will lead the development and standardization of California Correctional Training and Rehabilitation Authority's (CALCTRA) standards, program, and business processes for fiscal planning. This position has oversight for the Accounting Services and Inventory Management Section. Responsible for making high level decisions and formulating, recommending, and implementing major departmental policies and strategies to the CFO and the executive team on all areas related to CALCTRA's fiscal related initiatives. Directly supervises the Accounting Administrator III.

Upon a conditional job offer, the selected candidate will be required to clear live scan, a tuberculosis (TB) test, and physical (if applicable).

In addition to the Standard State Application (STD 678), all interested applicants must submit a Statement of Qualifications (SOQ). The SOQ is comprised of five factors which address how each candidate's education, training, experience, and skills qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information in a clear and concise manner. The SOQ must be no longer than three (3) typed single sided pages. This will be the only tool used for determining your final score and rank on the eligibility list for the position . The SOQ must include relevant examples of experience and be numbered in the order the following factors are presented:


Factor 1: Describe your experience leading and providing direction of a fiscal division or team. What was your scope of responsibility?

Factor 2: Describe your experience with establishing a culture of compliance and continuous improvement within a fiscal team while adapting to changing accounting standards, regulatory requirements, and agency business needs.

Factor 3: Describe your leadership experience providing expert advice and guidance to executive management, department staff, external customers, and control agencies on Fiscal related matters.

Factor 4: Describe a situation in which you identified a significant compliance, control, or procedural deficiency within your area of responsibility. What actions did you take to address the issue, mitigate risk, and prevent reoccurrence?


Factor 5: Describe your work experience with financial accounting, cost accounting and/or government accounting.

Examination Information


The examination will consist of an evaluation of each applicant's Statement of Qualifications (SOQ) using predetermined evaluation criteria. Applications without the SOQ may be eliminated from the examination process. A rating panel will rate the Statement of Qualifications based on the identified desirable qualifications for the position and the competitive nature of each candidate's relevant experience, knowledge, skills, and abilities. Therefore, it is critical that each applicant include specific information on how their experience, knowledge, skills, and abilities meet the desirable qualifications for the position. Information provided on the application itself will only be used to determine length of time if referenced in the SOQ.

Additional Information


In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
