Associate Management Analyst - Spanish/English Bilingual Skills Required (Departmental Promotional)

The County Executive’s Office of Community Affairs is seeking qualified candidates for the position of Associate Management Analyst . The Associate Management Analyst (Associate MA) will support the Office of Community Affairs (OCA) by combining expertise in contract and procurement administration as well as a strong focus on community engagement. This is a Departmental Promotional Only recruitment. Only current County of San Mateo employees in the County Executive’s Office with at least six months (1040 hours) of continuous service in classified regular, probationary, or extra-help/limited term positions prior to the final filing date may apply. The Associate MA will structure solicitations, develop and monitor agreements, and track performance while building trusted relationships with residents and partners, especially in historically underserved and coastal communities. This position ensures that the County’s agreements are well-structured, compliant, and aligned with both strategic goals and the needs of residents. This role will also be responsible for monitoring expenditure and ensuring progress toward established objectives. Key Responsibilities include: Procurement & Contracts Draft and manage Requests for Proposals (RFPs) and other solicitations and coordinate reviews and timelines. Develop, negotiate, and administer contracts, amendments, and Board Memos and ensure compliance with County policies, funding terms, insurance, and legal requirements. Monitor performance, budgets, and invoicing, verify deliverables and alignment with metrics and scope of work, and resolve variances and recommend corrective actions. Community Engagement & Communications Serve as liaison on various County projects, including housing-related initiatives and coastal and hard-to-reach community priorities. Plan and deliver presentations, facilitate meetings, and translate complex information into plain language. Co-design outreach strategies with community partners and produce meeting recaps and action trackers. Cross-Functional Projects & Operations Support OCA-led projects and interdepartmental initiatives and manage high-volume workflows and shifting priorities. Develop templates, checklists, and dashboards to improve consistency and throughput. Engaging with vulnerable communities, including on the coast, to better understand and address unique needs Serving as a liaison to the Independent Civilian Advisory Commission. Presenting to stakeholders, community groups, and organizations exploring ways to collaborate to meet needs. Supporting cross-departmental and community-focused initiatives. Developing and implementing effective communication strategies to engage with underserved residents. Success in this position requires precision in contract and procurement processes as well as strong interpersonal and communication skills to collaborate with diverse stakeholders. The role will include fieldwork, i.e., engaging with residents and businesses in the unincorporated areas of San Mateo County. Spanish/English bilingual proficiency is required which will enable the Associate MA to engage and work successfully with monolingual and bilingual communities. The position may require attending occasional evening or weekend meetings to support community engagement efforts. The Ideal Candidate will possess: Demonstrated success with RFPs, contract negotiation, and contract compliance in a public or nonprofit context. Strong interpersonal and communication skills, including oral and written presentations and a demonstrated ability to build trust across cultures. Attention to detail, follow-through, the ability to meet deadlines, and manage competing demands. Familiarity with public administration principles, contract negotiation, vendor performance and compliance standards. The ability to incorporate data-informed decision-making in all aspects of the position. Demonstrated success in contract development and monitoring The ability to maintain effective working relationships with executives, partners, and community members Experience managing high-volume workloads and shifting priorities. Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field, and Six months to three years of professional administrative experience at the Associate Management Analyst level. Knowledge of: Spanish and English language skills. Project and/or program management, analytical processes, and report preparation techniques. Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures. Research and reporting methods, techniques, and procedures. Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Principles and practices of public administration. Principles and practices of county management and government. Sources of information related to a broad range of county programs, services, and administration. Principles and practices of contract administration and evaluation, public agency budget development and administration, and sound financial management policies and procedures. Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division. Record keeping principles and procedures. Techniques for effectively representing the County in contacts with governmental agencies, community groups, businesses, and professional, educational, regulatory, and legislative organizations. Techniques for providing a high level of customer service by effectively engaging with the public, vendors, contractors, and County staff. Ability to: Communicate fluently in Spanish and English. Assist in the development of goals, objectives, policies, procedures, and work standards. Coordinate and oversee programmatic administrative, budgeting, and/or fiscal reporting activities. Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. Conduct research on a wide variety of administrative topics including grant funding, contract feasibility, budget and staffing proposals, and operational alternatives. Evaluate and develop improvements in operations, procedures, policies, or methods. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations. Establish and maintain a variety of filing, record keeping, and tracking systems. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner and organize own work, set priorities, and meet critical time deadlines. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Plan, organize, and carry out assignments from management staff with minimal direction. Plan and conduct effective management, administrative, and operational studies. Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.
