As a Training Specialist , you will manage the analysis, design, operation, delivery, and evaluation of learning and professional USCIS development programs throughout the District and Program Office and administers the programs activities to the workplace.

Help

  • Serves as a training and development specialist and works in collaboration and coordination with the FOD Training and Development (TDD) and the Office of Human Capital (HCT).
  • Provides overall coordination of the District Training Program and works with Regional, District and Program management to identify individual and broad based training requirements.
  • Analyze, design, develop, implement, and evaluate training products that meet the needs of the directorate.
  • Ensures consistency and standardization in the development and delivery of learning services.
  • Coordinates compliance with mandatory training requirements and maintain records of compliance.

This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed.

Residency Requirement : There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Probationary Period: You may be required to serve a probationary period of 1 year.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/03/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/03/2026.

Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate)
  • Undergraduate AND Graduate Education: Major study - education or a subject area related to the position to be filled.
OR
  • Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

    • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
    • Supervising or administering a training program.
    • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
    • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
GS-13 : You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:
  • Knowledge of the concepts, principles, and practices of training program administration in order to plan, administer, and evaluate the application of programs
  • Plan, schedule, and carry out major training initiatives and objectives.
  • Assist in developing recommendations for implementing specific guidelines and standards for use in instructional design, employee development, and organizational development.
  • Analyze major aspects of mission-oriented training programs, by generating and applying new hypotheses and concepts to improve effectiveness and efficiency of operations.

Volunteer work helps build criteria competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer service.

Education

EDUCATIONAL SUBSTITUTION : There is no educational substitution at this grade level.

Basic Education or Experience Requirement: This position has a basic requirement that can be met by either education or experience. If you meet this requirement via education, you must submit a copy of your college transcript(s) (unofficial is acceptable) to support the basic educational requirement or a list of coursework with hours completed. For verification purposes, the transcript submitted must include your name and educational institution. If you meet this requirement via experience, the experience must be listed in your resume.

Voluntary Separation Incentive Payment (VSIP): Per 5 CFR 576.202, An employee who receives a Voluntary Separation Incentive Payment (VSIP) and later accepts employment for compensation with the Government of the United States within 5 years of the date of the separation on which the VSIP is based, including work under a personal services contract or other direct contract, must repay the entire amount of the VSIP to the agency that paid it (proof of payment is required) before the individual's first day of reemployment.
