Job Summary

The Production Supervisor (PS) – Utilities / NET is the on-shift leader accountable for safe, reliable, and efficient execution of the daily operating plan for Utilities and NET systems. The PS ensures personnel, equipment, and work processes operate within defined safety, environmental, and process limits while maintaining awareness of site-wide and third-party impacts. This role bridges short-term execution (1–4 shifts) with operator capability development (1 shift–1 year) and serves as the primary on-shift focal point for production delivery, abnormal situation management, and workforce engagement.

Accountabilities & Responsibilities

• Owns delivery of the daily operating plan for Utilities / NET, validating threats and constraints and adjusting execution as required to remain within safe operating limits.
• Leads, supervise, and coaches on-shift operators, ensuring work is executed as one cohesive team.
• Facilitates Shift Team Meetings (STM), ensuring alignment on production targets, equipment readiness, safety protocols, and permitting plans.
• Ensures operators understand Utilities / NET operating expectations, system constraints, and impacts to site-wide operations, third-party interfaces, and external customers.
• Provides initial leadership response to abnormal situations, ensuring timely stabilization, slowdown, or shutdown actions are executed as required.
• Develops and executes short-duration abnormal situation plans (1–2 shift events) and ensures clear communication of recovery plans.
• Assures that ESP behaviors are followed and that operators are actively practicing Go Behaviors.
• Assures safe and efficient execution of ESP, RCM, permitting, isolation, and return-to-service processes.
• Interfaces daily with Production Specialists, Maintenance, Engineering, Safety, Environmental, Operations Management, and external stakeholders as required for Utilities / NET reliability.
• Manages on-shift operating resources, labor utilization, and minor discretionary costs to support operating plan and cost targets.
• Supervises and coaches operators through routine 1:1 discussions; documents development plans, recognition, and gaps in EDL.
• Applies structured accountability actions in alignment with HR policies and Union/Management agreements.
• Works constructively with Union Stewards to address concerns, reinforce standards, and support positive labor relations.
• Identifies operator development needs and partners with the Production Manager, Field Learning Advisors, and SMEs to close gaps.
• Ensures mandatory, developmental, and refresher training plans are executed.
• Maintains situational awareness of Utilities / NET systems and escalates emerging risks that may impact overall site performance or external commitments.

Utilities / NET External Interface Authority

• During Utilities / NET system upsets or disruptions involving site-wide services, third-party interfaces, or external customers, the PS has authority to make immediate operational decisions necessary to protect personnel safety, environmental integrity, and system reliability within established procedures and operating limits. The PS is responsible for timely notification and coordination with the Production Manager, Site Team Leader, and affected stakeholders. Strategic and long-term recovery decisions remain with site leadership.

Discipline & Accountability

• The Production Supervisor (PS) is responsible for driving individual and team accountability in alignment with Company HR policies and applicable Union/Management agreements. The PS sets clear expectations, observes performance, provides timely feedback, and addresses gaps through coaching, development, and — when necessary — progressive discipline.
• The PS is authorized to deliver coaching, documented feedback, and initial stages of positive discipline in accordance with established procedures, with appropriate involvement and oversight from the Production Manager. Accountability actions are expected to be fair, consistent, well-documented, and focused on reinforcing standards, maintaining safe operations, and supporting individual growth.

Financial & Business Results Awareness

• The PS demonstrates fundamental financial and business awareness related to Utilities / NET operations and understands how daily decisions impact cost, reliability, and overall site performance.
• Demonstrates data literacy by reviewing and interpreting Power BI dashboards and operational performance reports.
• Uses SAP effectively to review notifications, understand work status, and coordinate with Maintenance and Planning.
• Understands key Utilities / NET cost drivers including energy efficiency, chemical usage, system losses, and labor utilization.
• Supports cost-conscious decision-making without compromising safety, reliability, or compliance.

Required:

• Minimum 10 years of experience in a manufacturing, petrochemical, or refinery production environment.
• Utilities and/or NET operating experience.
• Demonstrated production leadership or lead operator experience.
• Strong verbal and written communication skills.
• Participation in the Front-Line Leader (FLL) program or commitment to complete.

Preferred:

• Console qualification/experience or willingness to learn about the console.
• Experience working in a unionized operating environment.
• Strong working knowledge of SAP and operational reporting tools.
• Ability to qualify and assess operators on multiple Utilities / NET roles.

Education, Experience and Skills 

Education and Experience: 

• High school diploma or GED required
• Minimum 10 years of experience in a manufacturing, petrochemical, or refinery production environment. Preferred Utilities/NET experience. 

Knowledge, skills and abilities

• Must be able to speak, read and write English proficiently. 
• Required to work a rotating shift work schedule. 
• Required to work holidays, nights, and weekends. 
• Required to be on call and meet call-out standards to respond to site staffing responsibilities and emergencies. 
• Required to work outside in inclement weather conditions. 
• Required to work during regional events such as hurricanes, floods, winter storms and pandemics. 
• Required to work while wearing an air purifying respirator or a supplied air breathing apparatus. 
• Required to work at heights on permanent/temporary platforms at elevations of several hundred feet access to which is provided by ladders, stairs or elevators. 
• Required to work in compact and confined spaces. 
• Required to respond to emergencies as part of the Emergency Response Team.
