Director of Residential Services

Overview Director I – Director of Residential Services (DRS) – Texas Health and Human Services Commission (HHSC). Location: Terrell, TX (1200 E Brin). The role oversees daily operations and delivery of quality direct care services at the assigned State Hospital. Responsibilities • Administers and directs all residential activities and campus coordination, ensuring proper deployment and performance of psychiatric nursing assistants (PNAs) and other staff.

• Integrates direct care services with programming, nursing, and medical departments to provide optimal, continuous (24/7) treatment to residents.
• Develops and implements policies, procedures, and guidelines for the residential services department.
• Oversees staff scheduling, training, performance evaluation, and workforce development to maintain a competent and compliant workforce.
• Responds to crisis and emergency situations, providing immediate action and root‑cause analysis to prevent recurrence.
• Leads quality improvement initiatives, corrective action plans (CAPs), and quality assurance/quality improvement (QA/QI) reporting.
• Serves on multiple committees and work groups, chairs sessions, and collaborates with senior leadership for strategic planning.
• Provides oversight of disaster response and continuity operations, potentially requiring alternate shift patterns.

Qualifications • Bachelor’s degree from an accredited college or university.

• Minimum three (3) years of experience with individuals with mental health or intellectual and developmental disabilities in a residential setting.
• Minimum two (2) years of experience leading, directing, or managing multiple staff members.
• Alternative: ten (10) years of experience with psychiatric, intellectual, and developmental disabilities in a residential or inpatient setting + two (2) years of leadership experience.

Knowledge, Skills & Abilities (KSAs) • Knowledge of Texas Administrative Code, HHSC policies, and state hospital procedures.

• Ability to design, implement, and evaluate administrative policies and quality assurance systems.
• Skills in root‑cause analysis, problem definition, data collection, logical reasoning, and solution development.
• Leadership skills in coaching, supervising, scheduling, and staff development.
• Proficiency in Microsoft Office and SharePoint.
• Strong communication, time management, flexibility, and crisis management abilities.

Screening Criteria Applicants must pass background checks, pre‑employment drug screening, and registry checks (CANRS, Nurse Aid, Medication Aide, Employee Misconduct, LEIE). 18‑year‑old minimum; 21 for certain agencies. Immunization per HHSC policy required. Additional Information This position is not eligible for telework. The successful candidate will be required to work overtime, extended hours, and may need to be on call on a rotating schedule. The role may require travel up to 5% of time.
