Project Manager 2

Duties Description Under the direction of the Director of Project Management, within the Division of Budget (DOB) Dedicated team, the Project Manager 2 (PM2), SG-23, will perform a wide range of professional project management activities and oversee Project Manager 1 staff to ensure they are adhering to the tenants of good project management. The PM2 will independently coordinate projects at the direction of the Project Management Director. This role entails understanding, identifying, and applying project management tools and techniques appropriate to each project phase and across the nine knowledge areas. Specific Duties Shall Include But Not Be Limited To Lead and Manage Projects Through All Phases: Lead demand intake/initiation, planning, execution, and closeout activities supporting various initiatives. Facilitate project kickoff meetings, stakeholder engagement, and project startup activities. Ensure project timelines are constructed and updated as projects evolve. Manage technology project activities from concept through completion. Oversee project closeout and delivery activities. Develop Comprehensive Project Plans and Documentation: Develop project schedules (including deliverables, milestones, and accountable individuals), scope statements, communication plans, project plans, decision logs, and resource assignments in coordination with the Project Management Director. Create and maintain detailed project schedules using MS Project or MS Planner. Monitor, Control, and Risk Management: Track project status, risks, issues, dependencies, action items, and project performance metrics. Monitor project risks, issues, dependencies, and mitigation activities. Balance competing demands and mitigate risks to ensure the delivery of an acceptable product. Ensure projects follow ITS Enterprise guidelines and meet all deadlines. Oversee Budget and Resources: Manage project estimates, budgets, procurement activities, and PS/NPS costs. Ensure project delivery is within budget, scope, time, and quality standards. Leading Project Teams: Coordinate with agency leadership, business users, technical teams, clients, contractors, and vendors. Plan for and lead meetings with appropriate project participants, project sponsors, and other individuals, both internal and external. Facilitate project meetings, stakeholder discussions, and project reviews. Be the expert in burndown reports, meeting recaps, executive updates, and project documentation. Train subordinate staff how to also extract and appropriately utilize these reports. Oversee subordinate staff and provide oversight and refinement of their work. Provide supportive and clear coaching. Qualifications Open Competitive: A bachelor's degree and three years of professional experience* in project management which must include planning and at least three other management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP). An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. Transfer Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG-23, (previously known as Project Manager 1, SG-23) OR in a position at the SG-21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
