Job Description Hiring Salary Range: $59,464.69 - $75,893.67 Career Ladder Pay Grades: 17-19 Career Ladder Salary Range: $59,464.69 - $99,764.99 FLSA Status: Non-Exempt JOB SUMMARY Responsible for performing technical inspection and verification work on public infrastructure and development-related construction projects for multiple concurrent projects relating to City infrastructure. An employee in this class performs inspections of construction to include but not limited to water, sewer, stormwater, sidewalk, roads and structures, streetscape and greenway construction projects with focus on materials testing, trench safety compliance, and final product verification for conformance with specifications, and documenting compliance with local, state, and federal standards. Work is performed under the general supervision of the Inspection Supervisor or Construction Inspector III and is evaluated based on documentation accuracy, technical competency, and professional judgment through conferences, review of completed work, and observation of demonstrated skills. About the Team The mission of the Engineering Department is to provide the highest quality engineering and geographical information services to the City of Hendersonville and those who are served by the City of Hendersonville infrastructure. This mission will be achieved through the communication and efforts of our staff with the public and those who work to serve the public.
- Inspects various construction projects; tracks progress, work completed and materials; monitors jobsite safety.
- Completes field surveys of infrastructure to ensure compliance with local, state, and other regulatory requirements.
- Documents projects; maintains field reports and photo documentation; handles materials received; organizes documentation in correct locations and update task lists in a timely manner.
- Assists with departmental administrative tasks.
- Notifies and collaborates with internal staff and external parties to respond to citizen inquiries, concerns and complaints.
- Witnesses and documents required construction testing, including but not limited to:
- Waterline pressure testing
- Bacteriological sampling
- Sewer air and mandrel testing
- Concrete placement and field testing
- Asphalt density and compaction verification
- Verifies compliance with AWWA, AASHTO, NCDOT, City standards, and approved construction plans.
- Evaluates trenching and excavation safety conditions in accordance with OSHA competent person requirements.
- Maintains accurate field reports, photo documentation, and testing logs.
- Coordinates with contractors, engineers, and inspectors to document deficiencies and required corrective actions.
- Assists higher-level inspectors with project tracking and compliance monitoring.
- Performs other related job duties as assigned.
Special Qualifications:
- Possession of a valid driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
- OSHA 10-hour Construction Safety certification within six (6) months of hire.
- Successful attendance and completion of the City of Hendersonville Academy.
- Begin progress toward completion of the NC LTAP Roads Scholar Program within first twelve (12) months of classification.
- Plan Reading for Transportation
- Basic Computer Skills
- Construction Mathematics for Transportation Personnel
- OSHA Trenching and Excavation Competent Person certification within twelve (12) months of classification.
- NCDOT Concrete Field-Testing Technician certification within first twelve (12) months of classification.
- Successful completion of NCDOT Conventional Density Testing course (certification not required)
- Collection 1 and Distribution C certifications within first twelve (12) months of classification.
- Completion of NCDOT flagger certification within first twelve (12) months of classification.
- NCDOT Asphalt QMS certification within first twenty-four (24) months of classification.
- Stormwater Control Measure Inspection and Maintenance certification within twenty-four (24) months of classification.
- Successful completion of APWA "Construction Inspection for Public Works Projects" course within twenty-four (24) months of classification.
- Continuance of LTAP Roads Scholar Program within twenty-four (24) months of classification

- Concrete What, When, and How
- Basic Work Zone Installer
- OSHA 30-hour Construction Safety certification within thirty-six (36) months of classification.
- Complete remaining coursework necessary to obtain NC LTAP Roads Scholar certification.
- Intermediate Work Zone Safety
Special Qualifications:
- Possession of a valid driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
- Have or shall achieve all Inspector I qualifications within thirty-six (36) months of classification
- Maintain all previous Inspector classification certifications
- NCDOT Work Zone Supervisor certification within first twelve (12) months of classification
- Completion of NC LTAP Advanced Roads Scholar program prior to promotion to Inspector III
Special Qualifications:
- Possession of a valid driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
- Have or shall achieve all Inspector I, and Inspector II qualifications within thirty-six (36) months of classification
- Completion of NC LTAP Master Roads Scholar within forty-eight (48) months of classification.
- APWA Certified Public Infrastructure Inspector (CPII) or approved equivalent within forty-eight (48) months of classification.
- Maintain all previous Inspector classification certifications
- Knowledge of water and sewer lines, streets, sidewalks, and storm drainage construction techniques, processes and materials, and the ability to determine whether design specifications are being met.
- Knowledge of engineering specifications and standards relating to water and sewer line, street, and storm drainage construction.
- Knowledge of surveying equipment and tools, drafting, GPS, and office work.
- Ability to inspect and observe material and construction testing procedures and to interpret the results.
- Ability to read and interpret laws, ordinances, plans, specifications, and blueprints and to compare them with various aspects of construction in progress.
- Ability to establish and maintain effective working relationships with associates, the general public, other agencies, contractors, engineering consultants and public officials.
- Ability to detect errors and maintain effective working relationships with contractors, developers, construction workers, the general public, and other employees; ability to exercise tact and firmness in the enforcement of requirements and successful conflict resolution strategies.
- Ability to plan and organize own work and maintain the necessary records and reports.
- Ability to work safely without presenting a direct threat to self or others.
