Total Compensation Estimator Tool Job posting category: Open Competitive Job Title: PUBLIC HEALTH SERVICES MANAGER E-SES- 64028435 Your Specific Responsibilities: This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. Program Leadership & Direction
• Provide overall leadership and strategic direction for the Communicable Disease Division, ensuring coordinated, effective operations across four supervised program areas: Disease Intervention Services (DIS), Epidemiology, Environmental Health (EH), and HIV/STD Surveillance & Quality Assurance.
• Supervise and mentor four program supervisors, ensuring they have the tools, guidance, and support needed to manage their individual teams effectively.
• Establish and communicate division-wide goals, priorities, and performance expectations consistent with department objectives and public health best practices.
• Foster a culture of accountability, teamwork, continuous quality improvement, and data-driven decision-making. Communicable Disease Surveillance & Response Oversight
• Ensure supervisors maintain robust surveillance, investigation, and reporting processes that meet state and federal requirements.
• Oversee integrated outbreak response activities involving DIS, epi, and EH teams, ensuring efficient coordination and timely interventions.
• Review surveillance data, trends, and quality assurance findings to prioritize resources and identify gaps or areas for improvement.
• Ensure coordination of cluster investigations, case reviews, and data quality audits across all program areas. Program Operations & Quality Assurance
• Lead division-wide quality assurance and quality improvement initiatives, ensuring consistent and accurate documentation, reporting, and workflow processes across programs.
• Ensure the HIV/STD Surveillance & QA supervisor maintains systems for accuracy, timeliness, completeness, and compliance with reporting standards.
• Oversee development, implementation, and updates of program policies, procedures, and protocols for all communicable disease programs.
• Evaluate program performance through regular reports, dashboards, and KPI review; provide direction for corrective action or improvement strategies. Environmental Health Integration
• Ensure the EH supervisor coordinates environmental investigations (foodborne, waterborne, vector-related, or facility-based issues) in collaboration with epidemiology and DIS teams.
• Support integration of EH findings into overall communicable disease response planning and risk mitigation. Interdepartmental & Community Collaboration
• Serve as the primary liaison for communicable disease efforts with internal leadership, healthcare providers, laboratories, schools, and community partners.
• Support supervisors in developing partner relationships and providing technical assistance to ensure consistent reporting and collaboration.
• Represent the communicable disease division on local, regional, and state-level committees, task forces, and workgroups. Emergency Preparedness & Incident Response
• Maintain readiness to serve in leadership roles within the Incident Command System (ICS) during public health emergencies involving communicable diseases.
• Ensure each supervisor maintains team preparedness through training, exercises, emergency protocols, and surge response planning. Administrative & Reporting Responsibilities
• Prepare and review division reports, summaries, presentations, and briefings for agency leadership and external partners.
• Lead budget planning and resource allocation discussions in collaboration with supervisors, ensuring program needs and priorities are addressed.
• Oversee grant management and reporting requirements related to communicable disease programs. Required Knowledge, Skills, and Abilities: Thorough knowledge of epidemiology and control of specified infections or chronic diseases. Considerable knowledge of and practical experience in the use of principles of epidemiology. Considerable knowledge of the maintenance of disease surveillance systems, data analysis, and interpretation. Considerable knowledge of state and local public and individual health
problems and programs. Qualifications:
Minimum - The required knowledge, skills, and abilities listed above. Preferred - A master's degree in public health, epidemiology, or biological sciences.
