The University of North Carolina Pembroke is a public institution of higher education, established for the general purposes of educational, research and community services. The UNCP Police Department exists as a support unit of the University for the purpose of establishing and maintaining an atmosphere in which people can go safely learn, live, work, and visit. The University community promotes a climate that encourages freedom of expression and social experimentation. The Department strives to safeguard this climate, while conducting law enforcement activities in a manner that provides a positive learning experience, whenever possible. The Department is the University's primary law enforcement agency. The Department performs law enforcement and security related services for the campus community. Primary Purpose of Position
The primary purpose of this position is to perform first-line supervisory law enforcement work in a university campus or other state facility setting. The employee in this position will serve as a Police Supervisor (Sergeant) and will serve in a supervisory capacity in a uniform patrol assignment or a senior criminal investigator in an investigative assignment. With full powers of arrest, the employee in this position will enforce the laws of the state and the United States government. The employee will have law enforcement authority ranging from traffic control to criminal investigations within a specific geographic jurisdiction associate with state property. Work involves supervision and/or management of a unit of officers or other departmental personnel in their responses to routine calls, emergencies, and other law enforcement services provided. Sergeants evaluate appropriateness of officer responses; designate assignments; direct resources; and interpret laws, ordinances and department policies and procedures. Duties may include orientation and training of officers, inspection of officers and/or other departmental personnel on a shift, conduct pre-shift briefings, review all reports and investigations completed during a shift, coordinate officer activity, administer discipline, conduct performance reviews, provide input concerning operational planning, serve as the incident commander for incidents and events, conduct and assign crime prevention and community engagement programs, complete required documentation, conduct primary and follow up investigations, and conduct other duties, as assigned. Police Supervisors (Sergeants) report directly to the Senior Police Supervisor (Lieutenant). Works in conjunction with the Senior Police Supervisor to accomplish the day-to-day operational requirements of the department. Exercises general supervision and performs first-line supervisory duties over an assigned unit of employees and/or an assigned specialized unit, such as investigations. Ensures the continuity of departmental operations outside of normal business hours and/or in the absence of a higher ranking officer. Responsibilities include general police supervisory actions, including but not limited to managing and directing general patrol duties and traffic management functions for an assigned unit or squad; directing and managing the day-to-day operations of the assigned unit; ensuring appropriate staffing levels for daily operations and/or special events; assigning personnel to ensure departmental objectives are met; directing and managing personnel assigned to special events; conducting, directing and managing initial investigations and follow-up investigations, as assigned; conducting orientation and training of officers; conducting inspections of officers and/or other assigned departmental personnel; conducting pre-shift briefings; reviewing all reports and investigations completed during a shift; reviewing and approving reports completed by assigned personnel to include officers' daily rosters, time reporting documentation, incident/investigation reports, student conduct reports, vehicle maintenance logs, etc.; coordinating officer activities; guiding police officers in community policing functions, including delivering and directing the delivery of crime prevention and community policing programs; administering discipline; conducting performance reviews; providing input concerning operational planning; serving as the incident commander for incidents and events, when assigned or in the absence of a higher ranking officer; communicating effectively through interpersonal interactions and written documentation; ensuring compliance with departmental and university policies/procedures; attends and completes all mandated and/or assigned law enforcement, university, or other type training courses in a timely manner; assesses the need for training for subordinate personnel and works with the Lieutenant to coordinate needed training; and conducting other duties, as assigned. Coordinates law enforcement and security resources to provide security to the campus community and visitors to the campus; coordinates and directs the activities of outside law enforcement agencies, emergency personnel, and other agencies that may be called in to assist in special situations (sporting events, etc.); maintains communications with all local law enforcement agencies, emergency agencies and organizations, and the general public through established methods; develops and maintains a productive working relationship with campus partners, such as Emergency Management, the Emergency Operations Committee, Counseling and Psychological Services, Student Affairs, Student Conduct, Student Housing, Facilities, etc.; and works with the campus community to identify community security related concerns and implements actions for improvement, and conducting other related duties, as assigned. Additional responsibilities include performing general law enforcement duties during times of routine operations, emergency operations, and special events, including but not limited to responding to calls for service, enforcing state laws and university regulations and other general policing responsibilities; making arrests, issuing N.C. Uniform Citations, issuing student conduct violation citations or university parking citations, as appropriate; investigating traffic accidents; completing detailed reports in a timely manner; controlling and directing traffic; safeguarding property, providing first responder care to victims of accidents or sudden illnesses pending the arrival of professional medical personnel; assisting students, faculty, staff, and visitors by providing assistance and information on topics, such as crime prevention, traffic safety, as needed; providing unlocks to facilities used by approved persons; assisting stranded motorists with stalled vehicles, vehicle unlocks, etc.; providing safety escorts, and conducting other related duties, as assigned. Law enforcement experience in a higher education setting; Field Training Officer, First Line Supervisor and Crisis Intervention certifications. Lic or Certification required by statute or regulation
