Operations Manager Management Oakland, CA, US 3 days ago Requisition ID: 1141 Salary Range: $97,000.00 To $113,000.00 Annually Job Summary The Operations Manager is responsible for managing and supervising employees and all phases of terminal operations activities, including the cost‑efficient use of labor and stevedore equipment, supervision of labor, and preparation and distribution of comprehensive and accurate operations reports. Nature and Scope Work shifts may fluctuate depending on vessel arrival schedules and operational requirements. Must be available to work weekends, day and night shifts and long hours (up to 12 hours per shift) and adapt to changes in work schedules. Work may include “flip” shifts within the same day or week. This position offers an opportunity to demonstrate capabilities in supervising employees, planning efficient operations, organization, leadership, management, and overall knowledge of terminal operations. The position requires aggressive and innovative decision‑making and management skills that result in a harmonious and successful operation. Essential Functions The following describes the general nature and level of work but is not intended to be a comprehensive list of all activities, duties, and responsibilities required of the incumbent. Consequently, incumbents may be asked to perform other duties as required. Supervision of Labor Recruitment Interview candidates for steady positions (foremen, supercargoes, chief supervisors, planners, longshore labor, department staff). Make final hiring decisions. Work Assignments Determine manning requirements and assign employees to work shifts (day‑swing‑night and weekend). Authorize extra pay and overtime. Accountable for the work performed by employees to ensure completion properly and safely. Responsible for all decisions regarding scheduling and interruptions. Determine amount of labor and equipment necessary to cost‑effectively satisfy customer requirements. Decide how a ship will be worked, extending work shifts if necessary to meet vessel’s sailing time. Keep accurate payroll records and review timesheets. Conduct periodic performance assessments. Discipline Decide upon and carry out discipline in accordance with collective bargaining agreements. Investigate alleged misconduct, decide whether to fire or file an employer complaint, prepare complaint documentation, and represent the company at LRC meetings. Take immediate corrective action (warning, citing, terminating) consistent with agreements. Grievance Adjustment Investigate and resolve grievances expeditiously using independent judgment. Coordinate with managers of other operations when grievances cross areas. Allocation of Labor Distribute steady labor for optimal coverage. Order supplemental labor through dispatch halls, mindful of ordering and cancellation times. Track steady clerks, bosses, and relevant union rules on dispatching, crane operator manning, and skilled workers. Terminal Operations Ensure adherence to IMDG and CFR for hazardous cargo. Instruct frontline supervision at shift start on safety, PPE, and safety talks. Prepare productivity reports (shift‑by‑shift) balanced against dispatch logs. Coordinate closely with M&R for equipment availability and triage plans. Coordinate vessel schedules, pro‑forma integrity, gang structure, and dispatch assignment. Vessel Operations Monitor progress of vessel operation and adjust as necessary. Communicate with vessel agent on all operational aspects. Prepare vessel productivity reports, balanced with supercargo shift report and cargo manifests, and submit to senior management. Yard and Gate Operations Direct, supervise, and analyze all gate and yard pre‑planning and physical operation. Rail Operations (If Applicable) Manage and supervise on‑dock rail activities, ensuring safety, production, and coordination with rail carriers and customers. Physical Requirements Job location: indoor office building; outdoor terminal yard, onboard vessel, cargo handling equipment, and other structures. Environmental conditions: daily exposure to weather, dirt, dust, loud noise, fumes, vibration, darkness or poor lighting, hazardous materials. Strength: lift up to 50 lbs, frequent lift/carry up to 25 lbs. Climbing: ability to climb stairs, ramps, ladders. Standing: maintain standing position, including sustained periods. Walking: frequent movement on foot. Bending, reaching, pulling, balance, hearing, kneeling: as required for job tasks. Ability to drive company vehicles on even and uneven surfaces around heavy equipment and construction zones. Job Qualifications Education / Experience BS/BA in Marine Administration, Transportation, Operations Management, Engineering, or equivalent work experience in management. 2–5 years managing related union labor. Thorough knowledge of terminal operations principles: vessel stevedoring procedures, container handling, conventional and automation break bulk, securing cargo and containers, rail operations. Experience with computerized operating systems. Skills and Aptitudes Knowledge of safety and accident prevention codes and regulations. Understanding of cargo stowage and stability. Knowledge of labor contracts and local port rules; ability to handle labor disputes. Other Requirements Possession of a valid unrestricted driver license and acceptable driving record.
