The Office of State Parks (OSP) serves the citizens of Louisiana and visitors by preserving and interpreting natural areas of unique or exceptional scenic value, planning, developing and operating sites that provide outdoor recreation opportunities in natural surroundings, preserving and interpreting historical and scientific sites of statewide importance and administering intergovernmental programs related to outdoor recreation and trails.
The Procurement Analyst position is located at State Parks Administrative Office in Baton Rouge, LA. The purpose of this position is to provide a professional specialist level of expertise with responsibilities in the areas of procurement, vendor identification and registration, state contracts, appropriate use of the LaCarte state purchasing card, reconciliation of invoices with procurement documents, WIFI and telecommunications installations at sites statewide, etc. They are also responsible for purchasing and coordinating capital outlay repairs and construction projects from active budgets that span over 10 fiscal years of open project funding.
AN IDEAL CANDIDATE WILL POSSESS THE FOLLOWING COMPETENCIES:
Three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR Six years of full-time work experience in any field; OR A bachelor's degree. EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties:
As a Procurement Analyst, you will play a key role in supporting purchasing operations by analyzing procurement data, ensuring compliance with policies and regulations, and assisting in the development of efficient and cost-effective sourcing strategies. In this role, you will:
Appointment Type: Probational, Promotion, or Detail to Special Duty
Career Progression: This position may be filled as a Procurement Analyst 1, 2, or 3.
Work Schedule: The State Parks Administrative Office is open Monday-Friday, typical office hours are 8am-4:30pm. This position will work full-time hours, 40 hour work week. Schedule includes paid time off for state holidays.
Travel: Position requires occasional travel to state parks and historic sites, statewide, as needed for meetings, training, etc. When travel is required, a state vehicle is provided for employee use while on duty.
The Office of the Lieutenant Governor and the Department of Culture, Recreation and Tourism are participants in the E-Verify system for identification and employment eligibility purposes.

Job Duties and Other Information
Job Duties:
As a Procurement Analyst, you will play a key role in supporting purchasing operations by analyzing procurement data, ensuring compliance with policies and regulations, and assisting in the development of efficient and cost-effective sourcing strategies. In this role, you will:
- Provides advice and technical assistance to State Park (OSP) field staff within the OSP system.
- Processes purchase requests up to Delegated Purchasing Authority (DPA) of $25,000, including LaCarte card purchases, yearly service contracts, daily need orders, emergencies, 729 projects, and field equipment or repairs to equipment.
- Prepares and submits requisitions to the Office of State Procurement over DPA of $25,000 and works as liaison between OSP field staff and State Purchasing until goods or services are received and approved; reviews specifications and works with project officers within State Parks to schedule pre-bid conferences, bid openings, and any pre-construction meetings; attends bid conferences and openings and informs OSP field staff of results.
- Provides interpretation on a regular basis of procurement policy and procedure to vendors and OSP staff and administrators.
- Conducts special projects to analyze trends and costs as assigned by agency administration.
- Coordinates timelines and lead times with new and expanded construction projects to include collection and review of specifications and coordination of purchase of appropriate equipment, furnishings, etc.
- Coordinates with appropriate department regarding computer replacements, vehicle replacements, and other inventory.
- Provides assistance to vendors to reconcile and resolve problems concerning contract terms, deliveries, quality of goods, order changes, pricing, and payment for all operating and capital outlay projects.
- Conducts training of OSP field and administrative staff to ensure compliance with rules, laws, and regulations.
- Reviews procedural changes to assess impact on field sites, and develops written policies or training materials as needed.
