The Capital Projects Supervisor (Capital Project Manager IV) leads a multidisciplinary team delivering critical capital projects that support public safety and healthy floodplains. The role focuses on the Green River Basin, managing a dynamic project portfolio of flood risk reduction initiatives. About the Role The Capital Projects Supervisor will oversee the planning, design, construction, and closeout of floodplain projects such as revetment, levee, floodwall, and floodplain reconnection. The position requires coordination with the River and Floodplain Management Section, WLRD management, the King County Flood Control District, and other jurisdictions, while serving as a technical expert across the River and Floodplain Management Program. Key Responsibilities Provide direct supervision, technical oversight, and quality control to an interdisciplinary team, including hiring, performance management, career development, coaching, and fostering a valued work culture. Direct personnel in the planning, design, and construction of floodplain projects; provide technical and engineering review to ensure adherence to design standards. Ensure compliance with the WLR Project Management Manual for all project phases. Develop and implement workflow processes, and oversee the preparation, review, and approval of design and construction contract documents. Apply Equity and Social Justice principles in outreach and communications with other jurisdictions, tribes, and community members. Collaborate across the Capital Section and River and Floodplain Management Program on project budgeting, cost estimating, and prioritization. Manage complex, politically visible issues with senior management, the Flood Control District, and elected officials. Participate in flood warning and emergency response activities, including Flood Warning Center operations and flood patrols. Qualifications Bachelor’s degree in civil engineering, environmental engineering, water resources, environmental science, natural resource management, urban/regional planning, or equivalent education and experience. Proven experience managing the work of others, including assignment, scheduling, product review, and oversight. Experience as a supervisor, project representative, or project manager of large‑scale public works contracts. Ability to navigate policy, process, and people dynamics within an organization. Preferred Qualifications Licensed Professional Engineer (P.E.) in Washington or the ability to obtain the license within one year. Master’s degree in a related field. Advanced knowledge of hydrologic and channel hydraulic principles and geomorphic processes. Growth mindset and sense of humor. Working Conditions The position is hybrid, involving onsite work at the King Street Center, project sites, and emergency management locations. Employees must reside in Washington and maintain a reliable home workspace. The work schedule is a standard 40‑hour week, 8:00 a.m. to 5:00 p.m., Monday‑Friday, with potential overtime during emergencies.
