COTS Applications Administrator

Job Summary General Atomics (GA) and its affiliated companies are a world leader in high‑technology systems development, ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless, and laser technologies. The COTS Application Administrator will join the IT Operations / GAWorks Agile Operations team, with locations in San Diego or Colorado, Huntsville or Tupelo (US). This role supports ITS business owners with the installation, administration, maintenance, monitoring, and overall support of COTS applications, including Windows, Linux, and Unix operating systems. Primary technical focus is on the Atlassian suite, Linux server systems, and Microsoft 365 suite. Duties and Responsibilities Plan and coordinate day‑to‑day functions to ensure stable operation and maintenance of computer systems, including Windows, Linux and Unix operating systems and applications. Determine solutions for moderately complex system problems, troubleshooting hardware and software. Guide and develop plans for system changes or upgrades, coordinating fix/patch deployment, resource requirements, integration testing, documentation/runbooks, and compliance. Monitor, update, and maintain legacy environment software, systems, and interfaces to ensure proper data exchange and support. Plan and coordinate application testing, changes, upgrades, patches, and new services, ensuring correct operation in current and future environments. Lead and participate in implementing COTS application updates, including upgrades, patches, fixes, and new releases. Serve as primary point of contact per assigned COTS applications and coordinate across ITS stakeholders, GA business owners, program managers, suppliers, and vendors. Work within ITS’s Agile / Scrum framework; self‑manage support tickets, timekeeping, burndown, and sprint reporting metrics. Provide application support metrics per assigned COTS applications, reporting monthly or quarterly KPIs of resolved support tickets. Participate in planning for future COTS applications or solutions based on new technology or initiatives. Maintain strict confidentiality of sensitive information on classified programs and obtain required security clearance. Uphold ITS compliance and security procedures and operational protocols. Additional COTS / Atlassian Admin Responsibilities Administer and maintain the Atlassian suite (JIRA, Confluence, Bitbucket, Bamboo, Fisheye/Crucible). Configure and administer Atlassian to meet enterprise governance, compliance, resiliency, management, and security requirements. Manage user permissions, roles, and access controls across Atlassian applications. Provide technical support and troubleshooting for Atlassian products, resolving issues and optimizing performance. Develop, maintain, and disseminate documentation, best practices, and training materials for administration and end‑user support. Stay current with Atlassian product updates, patches, and new features, implementing upgrades as necessary. Collaborate with other IT teams and business units to integrate Atlassian tools with existing systems and processes. Implement, enforce, and uphold ITS governance policies across the Atlassian enterprise suite. Participate in evaluation and selection of additional Atlassian plugins and tools to enhance functionality. Collaborate with stakeholders to gather requirements and implement solutions that improve productivity and support enterprise goals. Partner across ITS and business units to support continuous improvements of SLAs, enhancing workflows and operational efficiencies. Assist with facilitation of Scrum of Scrums, Agile ceremonies, and Agile training workshops. Observe all laws, regulations, and applicable obligations wherever business is conducted on behalf of GA, working safely in accordance with established procedures and practices. Job Qualifications Typically requires a bachelor’s degree in information technology or a related discipline and three or more years of progressive professional systems administration experience in a primary systems administration role. Equivalent work experience may substitute education. Minimum of four years of experience as an Atlassian Administrator, with expertise in JIRA, Confluence, Bitbucket, Bamboo, and Fisheye/Crucible in an enterprise environment preferred. Demonstrated understanding of system administration concepts, including installation, configuration, performance tuning, backup, recovery, TCP/IP, network concepts, security/firewalls, web servers, and load balancing. Solid organizational skills, including scheduling, coordinating cross‑team activities, and meeting project milestones to business priorities. Ability to develop new processes and resolve complex technical problems creatively for continuous improvement. Customer‑focused with strong analytical, verbal, written, and interpersonal communication skills; ability to represent GA as a knowledgeable resource on external projects. Firm understanding of Agile project management tools (Atlassian), Scrum framework, Agile best practices, and alignment with GA’s core principles. Experience with failover, high availability, disaster recovery, application restore, and business continuity. Experience in process automation, best‑practice approaches, technology efficiency, and effectiveness. Quick learner able to adopt new technology, software, processes, and frameworks to meet business support needs. Subject‑matter expert in supporting, maintaining, and administering complex enterprise COTS applications. Strong time and project management skills for managing assigned COTS applications as primary point of contact. Excellent interpersonal, social, and communication skills to handle complex technical issues and conflict resolution. Availability for video conference participation in scrums, project meetings, reporting, and GA ceremonies. Ability to work independently and in a team environment, including extended after‑hours and weekends. Ability to travel and/or commute to GA headquarters in San Diego quarterly if located at other GA locations.
