Requisition No: 878257 Agency: Department of Health Working Title: GOVERNMENT ANALYST II - 64051448 The Bureau of Chronic Disease Prevention works to prevent and reduce the impact of chronic diseases and disabling conditions by addressing associated modifiable risk factors. Chronic diseases including heart disease, stroke, cancer, diabetes, and asthma are among the most common, costly, and preventable of all health problems in Florida and in the U.S. The Bureau develops, implements, and evaluates health promotion activities, primary and secondary prevention services, and community-based health interventions across the state. The Bureau partners with state and local agencies, health systems, and community partners to encourage best practices statewide. The Bureau supports community and state‑level partnerships including activities that promote the Department’s Healthy Communities of Florida initiative. These partnerships ensure coordination and collaboration among and between stakeholders and providers to stimulate and support efficient and effective delivery of health care. This is a professional position serving under the direct supervision of the Epidemiology and Evaluation Section Administrator within the Bureau of Chronic Disease Prevention. This is a highly responsible position that performs evaluation functions for the entire Bureau with specific emphasis on heart disease and stroke initiatives. Among other tasks, incumbent for this position: Develops and/or conducts systematic methods of data collection for grant/program performance measures or collective impact measures for reporting purposes. Coordinates systematic processes of data collection, presents processes to staff, ensures timely collection of data, and helps with the availability and use of data. Plans, develops, and implements evaluation plans for grant applications and assigned program projects. Assists with grant application completion and submission of annual and semi‑annual reports to the Centers for Disease Control and Prevention (CDC). Provides technical assistance and guidance on evaluation to Bureau programs and other partners. Assists with the development and implementation of underlying program theories (e.g., logic models); short‑term and long‑term evaluation plans; performance measures and/or evaluation indicators; and data collection tools. Uses qualitative and quantitative methods of data analysis. Seeks opportunities to disseminate evaluation findings. Provides guidance on the use of findings to improve programs. Actively participates in Bureau and Section meetings; in collaboration with programmatic staff, assesses programmatic evaluation needs and assists with the incorporation of evaluation materials and evaluative thinking into programmatic materials and goals. Provide evaluation support and technical assistance to internal and external partners and for special projects. Maintains familiarity with chronic disease surveillance system data and tools (e.g., Behavioral Risk Factor Surveillance System, Florida CHARTS, Florida Environmental Public Health Tracking Portal). Stays up to date with developments in the fields of evaluation science and epidemiology and provides technical assistance and instructions when necessary. Seeks opportunity to communicate evaluation strategies and findings through participation in webinars, conferences, and journals. Participates in and attends pertinent educational and/or professional opportunities to further enhance personal and/or professional development. Required Knowledge, Skills, and Abilities Expertise required includes experience with data collection and analysis including survey data, health system and health program data, report writing, public speaking, knowledge of evaluation and statistical methods, familiarity with research methodology, and ability to coordinate multiple projects simultaneously. Qualifications At least three years of professional experience in evaluation in a public health‑related field. Preferred: A Master of Public Health (MPH) in Social and Behavioral Sciences, or an MPH in Epidemiology and Biostatistics, or an MPH in Behavioral Science and Health Education, or a Master of Education in Measurement and Evaluation, or a Master of Social Work in Social Work Administration, and at least one‑year experience in conducting evaluation analysis.
