Background:

The Nassau County Police Department (NCPD) is looking for a candidate to provide project management expertise related to the implementation of a new NCPD County-wide Public Safety Radio, P25, simulcast, FDMA/TDMA, trunked, encrypted, 7-800 MHz voice, and Microwave Communication Systems. The candidate must have at least 10 yrs. experience managing Motorola public safety radio systems and projects (preferably, within a law enforcement environment), and within the 500 MHz, 700 MHz, 800 MHz, combined 7-800 MHz, and LTE frequency bands. Specific experience in project management overseeing and validating the prime system contractor’s design, C, C++, Java, ASP.NET software for API development and integration into: NCPD NICE Logging and Recording Systems, CAD, GIS/CC AWARE and AMS implementations. A strong team leader/supervisor, self-motivated, and experienced overseeing and coordinating tasks assigned to project radio consultants, and other County employees. Knowledge of FCC regulations, compliance and licensing requirements and construction deadlines; will ensure contractual technical and non-technical requirements, and all associated system and component features, functionality and operation meet the required contractual specifications. The successful candidate must be versed in acceptance test procedures, alarming systems, interpretation of radio coverage maps, OTAP, OTAR, ISSI, Radio Authentication, Radio Central, and Provisioning Manger. Review vendor invoices, validate their alignment with all applicable contractual terms and conditions, track project schedules, budgets, encumbrances, and change orders. Provide reviews of technical and non-technical system documentation. Excellent verbal and written communications skills.

Scope of Service  Provide project management expertise to assist in the implementation of the NCPD new 7-800 MHz Radio System. Work the Motorola, NCPD radio consultants and other NCPD staff to ensure that the new system is successfully cutover, all contractual milestones are met, system acceptances are properly conducted and successfully pass, and final invoices and all system documentation are supplied, reviewed, corrected if necessary, and ultimately approved.

Confirm the proper operation and functionality of API developments and integrations Subscriber Cutover to the New Radio System Ensure the New Radio System Cutover is proceeding correctly and any issues are being addressed expeditiously

Participate in System Acceptance Testing Validate the execution of acceptance tests, any punch lists, and successful testing Review project schedules, proposed milestone completion documents and invoices Ensure project schedules remain on track, verify milestone completions docs are ready for approval, and

review and submit invoices for payments Track open project issues Ensure all open project issues are properly addressed Knowledge Transfer Where possible expertise is regularly shared with employees
