Contract Attorney – Office of General Counsel

DC Government Agency | Washington, DC | Contract Position

Assignment Duration: Approximately 3 months, through December 31, 2026, with the possibility of extension
Location: 500 Indiana Avenue NW, Washington, DC
Work Arrangement: Primarily onsite, with some remote work permitted
Citizenship Requirement: U.S. citizenship required
Bar Admission: Active membership in a U.S. state or territorial bar required
Pay Range: $48-$50 hr. 

Position Overview

A DC government agency is seeking an experienced Contract Attorney to support its Office of General Counsel on a short-term assignment through the end of December 2026, with the possibility of an extension based on business needs.

The successful candidate will provide advanced legal research, analysis, and advisory support across a range of matters, including litigation and procedural rules, government procurement compliance, data governance and privacy, and electronic discovery. This role requires an attorney who can quickly interpret complex legal authorities, produce clear and accurate written work, and provide practical legal guidance in a fast-paced government environment.

The position is based at 500 Indiana Avenue NW, Washington, DC , with onsite work required and limited remote flexibility available.

Key Responsibilities

Advanced Legal Research and Analysis

• Conduct efficient, accurate legal research and synthesize case law, statutes, regulations, and other legal authorities into clear, concise legal memoranda and written recommendations.
• Provide rapid-turnaround legal research and analysis to support litigation, policy initiatives, and internal legal guidance.
• Prepare research reports, briefs, memoranda, and other legal documents as requested.

Procedural and Court Rules Expertise

• Apply knowledge of local and federal rules of civil and criminal procedure to support court operations and rules administration.
• Research and analyze procedural requirements, court rules, and related legal issues.
• Provide written guidance and recommendations concerning procedural compliance and the application of relevant legal authorities.

Government Procurement Compliance

• Provide legal guidance regarding procurement strategies, compliance requirements, and potential legal and operational risks.
• Review solicitations, contracts, contract modifications, and related documentation for compliance with applicable Courts’ Procurement Guidelines, the Federal Acquisition Regulation (FAR), the GAO Red Book, and other relevant authorities.
• Analyze issues involving the lawful obligation and expenditure of government funds.
• Support the resolution of vendor disputes and contract performance issues through legal research, analysis, and documentation.

Data Release, Governance, Protection, and Breach Response

• Advise on legal and policy requirements involving data sharing, confidentiality, information governance, and data protection.
• Review data-use agreements and assess privacy considerations and related legal risks.
• Assist with the legal analysis of data breaches and security incidents, including applicable notification, reporting, and compliance obligations.

E-Discovery and Litigation Discovery

• Navigate e-discovery platforms and digital record systems to identify, categorize, review, and synthesize responsive materials.
• Assist with litigation holds, data mapping, document collection, and discovery compliance.
• Support the preparation and maintenance of discovery logs, responsive document sets, and related litigation materials.
• Help ensure discovery activities are conducted accurately and in accordance with applicable legal requirements and established protocols.

Expected Deliverables

The Contract Attorney will prepare and provide deliverables as requested, including:

• Legal memoranda, briefs, and research reports.
• Contract drafts, reviews, and compliance analyses.
• Written legal recommendations and internal guidance.
• Discovery logs, responsive document sets, and related litigation materials.
• Status updates, progress summaries, and other reports.

Required Qualifications

• Juris Doctor (J.D.) degree from an accredited law school.
• Active membership in good standing with a U.S. state or territorial bar.
• U.S. citizenship.
• Demonstrated expertise in one or more of the following areas: advanced legal research, civil or criminal procedure, government procurement, contract compliance, data governance and privacy, breach response, or e-discovery.
• Excellent legal research, analytical, writing, and communication skills.
• Ability to interpret complex legal authorities and communicate findings clearly and efficiently.
• Strong organizational skills and the ability to manage competing priorities and meet tight deadlines.
• Ability to work onsite in Washington, DC, at 500 Indiana Avenue NW, with some remote work permitted.

Preferred Qualifications

• Prior experience working with a government agency, court system, Office of General Counsel, or other public-sector legal organization.
• Experience interpreting and applying federal and local court rules.
• Familiarity with the FAR, GAO Red Book, Courts’ Procurement Guidelines, and government contracting requirements.
• Experience with e-discovery platforms, litigation support, data privacy, or information governance.
• Experience preparing legal memoranda, reviewing contracts, and providing written legal recommendations in a government environment.
