Medicaid Systems Business Analyst

Requirements

• 8 or more years of experience in enterprise business systems analysis and public sector application modernization.

• Proficiency in Medicaid, CHIP, or public healthcare insurance administration platforms and health policies.

• Experience with managing requirements traceability, technical specifications, and test case development.

• Experience in coordinating third-party system integration vendors, managing deliverables, and monitoring UAT.

• Experience with Azure DevOps (ADO) or TFS for tracking work items and backlog management in Scaled Agile (SAFe) environments.

• Experience in business process reengineering, cost-benefit analyses (ROI), and Microsoft tools including SharePoint and Copilot.

• Excellent verbal and written communication skills.

Responsibilities

• Analyze, and document functional business requirements for large-scale Medicaid system modernization initiatives.

• Oversee third-party vendor deliverables, service requests, and technical implementation quality across integrated projects.

• Author detailed business requirement documents, functional design specifications, and requirements traceability matrices.

• Manage requirements backlogs and user stories using Azure DevOps and TFS within a Scaled Agile (SAFe) framework.

• Evaluate health agency policies, business rules engines, and data workflows to determine technical system impacts.

• Coordinate User Acceptance Testing (UAT), review test scenario results, and validate defect resolutions prior to deployment.

• Perform cost-benefit analyses, risk mitigation assessments, and business process reengineering to optimize service delivery.
