Position Title: Sr. Director of Patient Accounts

Division: Oyate Health Center

Reports To: Sr VP/CFO

Job Summary:

This position provides leadership and strategic oversight of Patient Accounts functions at Oyate Health Center (OHC), including revenue cycle management, billing, coding, and Health Information Management (HIM). The Sr. Director ensures financial integrity, regulatory compliance, operational performance, and culturally responsive practices while supporting organizational strategy, participating in subcommittees, and contributing to tribal capacity building in health finance and revenue operations.

Specific duties include, but are not limited to:

Revenue Cycle & Business Office Oversight

• Provides oversight of OHC revenue cycle operations, including registration, billing, collections, accounts receivable, denials management, and payer follow‑up.
• Ensures patient accounts processes are efficient, compliant, and financially sound while supporting access to care for relatives.
• Establishes performance benchmarks and monitors key revenue cycle indicators to drive cash flow, revenue integrity, and organizational financial outcomes
• Partners with Finance to support accurate revenue reporting, forecasting, audits, and corrective action planning.
• Ensures compliance with payer requirements including Medicaid, Medicare, IHS, third‑party payers, and applicable tribal requirements.

Health Information Management (HIM) & Medical Records

• Provides oversight of Health Information Management and medical records functions, including documentation integrity, release of information, record retention, privacy, confidentiality, and data integrity practices.
• Ensures medical records operations comply with HIPAA, accreditation standards, and applicable federal, state, and tribal regulations.
• Oversees policies and procedures related to medical records access, confidentiality, and data integrity.
• Ensures audit readiness related to medical records and documentation requirements impacting billing and compliance.

Coding Oversight & Compliance

• Oversees medical coding operations to ensure accuracy, completeness, and alignment with clinical documentation.
• Ensures coding compliance with applicable rules, regulations, and payer guidelines.
• Maintains responsibility for internal monitoring, audit response coordination, corrective action implementation, and documentation‑related education.
• Collaborates with clinical leadership and coders to promote compliant and optimized documentation practices.

Leadership, Management & Workforce Development

• Provides leadership and supervision to Patient Accounts management staff, including Business Office, Coding, and HIM leadership.
• Responsible for hiring, performance management, coaching, corrective action, and staff development within Patient Accounts functions with primary accountability for leadership and workforce outcomes.
• Supports employee engagement, retention, and professional development in alignment with organizational values and workforce goals.
• Promotes a respectful, collaborative, and culturally grounded work environment.

Governance, Committees & Organizational Representation

• Serves on assigned internal and external subcommittees related to revenue integrity, compliance, operational performance, or health system strategy.
• Prepares and presents reports, analyses, and recommendations to to support executive, committee, council, or board ‑ level decision ‑ making.
• Represents OHC and GPTLHB in meetings of strategic importance related to patient accounts, billing, and health information management.

Tribal Capacity Building & Systems Strengthening

• Contributes to tribal capacity building by sharing expertise, mentoring staff, and strengthening sustainable internal systems related to billing, coding, and health information management.
• Supports knowledge transfer, training initiatives, and sustainability efforts that advance tribal self‑determination in health operations.
• Builds collaborative relationships with tribal, regional, and external partners to support long‑term operational and financial capacity.

Compliance, Quality & Accountability

• Ensures compliance with HIPAA, billing integrity, fraud and abuse prevention standards, and organizational policies through established monitoring and control processes.
• Monitors operational performance and implements corrective actions to address deficiencies.
• Prepares regular reports for leadership to support transparency, accountability, and informed decision‑making.
• Maintains regular attendance, effective communication, and adherence to organizational standards and values.

Minimum Qualifications

Education/Relevant Experience: Master’s degree and three (3) years of relevant experience, or bachelor’s degree and five (5) years of progressively responsible relevant experience. The experience required for

supervisory/management positions will be inclusive of at least three (3) years of supervisory/management experience.

Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year for year basis."

PREFERRED REQUIREMENTS

• Master's Degree

• Six (6) years of progressively responsible experience (if Master's level educated)
• Eight (8) years of progressively responsible relevant experience (if Bachelor's level educated)

• Revenue cycle leadership in Tribal, IHS, FQHC, or complex healthcare environments.
• HIM, coding, compliance, or healthcare finance leadership oversight.
• Experience working with tribal governance, councils, or boards.
