Position: Federal Business Operations Project Manager

Salary Range: $110,000 - $115,000 per year

Work Setting: Hybrid

Timing: Immediate / Open until Filled

Hill Associates is searching for an experienced Federal Business Operations Project Manager professional to support the Business Operations section of the Office of the Chief Information Officer (OCIO) in a large cabinet-level federal agency. We seek an energetic and talented professional who understands federal business systems and processes. The position will support and coordinate among federal Contracting Officer’s Representatives (CORs), program managers, and budget personnel, ensuring effective handoff and coordination among the stakeholder groups, while driving optimization of processes. The ideal candidate will have prior experience supporting federal budget and contracting functions, with a baseline understanding of enterprise technology infrastructure in the federal workspace.

The candidate must have the ability to obtain and maintain a public trust suitability clearance.

Key Responsibilities:

• Function as a project manager facilitating seamless intake and execution of business and technical requirements from internal agency customers and coordinating among involved stakeholders.
• Utilize project management applications, ServiceNow, Microsoft SharePoint, and other tools to document, manage, track and coordinate activities among stakeholder groups.
• Track and report progress for service requests and optimization initiatives.
• Develop process workflows, standard operating procedures, and other process or service documentation.
• Identify and implement process performance metrics and key performance indicators.
• Evaluate existing business operations processes and identify opportunities for optimization.
• Define and document business, functional, and technical requirements and outcomes for internal service delivery improvements.
• Support the development of roadmaps, execution plans, work breakdown structures, and other materials focused on implementation of operational improvements.
• Manage content, permissions, and communications using Microsoft SharePoint or other tools as directed.
• Assist with budget and acquisition operational activities.
• Develop and maintain status reports, operations reports, and other materials as directed.
• Liaise and support IT programs serviced by the Business Operations section including but not limited to meeting facilitation, documentation of meeting notes and outcomes, presentation development, advising on procedures, tracking acquisition status and related financials, and creating and maintaining reference materials.
• Support training and knowledge sharing.

Requirements:

• Minimum bachelor’s degree in a field related to information technology, communications, data management, or a related field.
• At least 10 years’ professional work experience related to federal business operations, budget, acquisition, IT systems, or infrastructure support.
• Exceptional written and verbal communication skills; ability to effectively manage and build consensus among stakeholders.
• Strong proficiency with Microsoft office and O365 tools.
• Must be a self-motivator with the ability to work independently with little supervision or direction to deliver all required tasks.
• Able to remain focused on critical tasks, produce quality work on time, and occasionally deliver under short deadlines.
• Attentive listener and quick learner.
• Highly organized, detail-oriented, and skilled in data entry, and data / documentation tracking and storage.

Preferred Qualifications:

• Understanding of federal budget cycles and procedures.
• Experience supporting federal procurement processes.
• Strong literacy in IT concepts including but not limited to infrastructure, cloud services, software development, and cybersecurity.

The salary range for this position is $110,000 - $115,000 per year , based on factors such as job-related skills, experience, education, and location.
