Vice President of Capital Projects

The Vice President of Capital Projects is the senior executive responsible for leading the planning, execution, and governance of all major capital projects across Navigator’s regulated midstream asset portfolio. This role oversees multi‑disciplinary engineering, project management, construction, and commissioning teams to ensure safe, compliant, cost‑effective, and timely delivery of pipelines, compressor stations, pump stations, storage assets, terminals, and related infrastructure. The VP of Capital Projects serves as the strategic architect of Navigator’s long‑range capital program, ensuring alignment with regulatory requirements under 49 CFR Parts 192 and 195, FERC certificate and cost‑of‑service frameworks, and internal standards for operational excellence. This leader drives a culture of safety, accountability, and continuous improvement while partnering closely with Operations, Regulatory, Commercial, Finance, and Executive Leadership. Key Responsibilities Strategic Leadership & Program Oversight Develop and execute the Navigator’s multi‑year capital project strategy, ensuring alignment with corporate growth objectives, regulatory obligations, and system integrity priorities. Lead the full lifecycle of capital projects—from concept development and feasibility through engineering, permitting, construction, commissioning, and turnover to Operations. Establish and maintain governance frameworks, project controls, and performance metrics to ensure transparency, predictability, and disciplined capital stewardship. Oversee portfolio prioritization, risk management, and resource allocation to maximize value and minimize regulatory, safety, and financial exposure. Serve as the executive sponsor for major capital initiatives, ensuring cross‑functional alignment and timely decision‑making. Regulatory Compliance & Technical Excellence Ensure all capital projects comply with PHMSA regulations (49 CFR 192/195), FERC certificate and rate requirements, environmental permitting, and applicable state and federal codes. Oversee engineering standards, design criteria, and technical specifications to ensure safe, reliable, and efficient asset construction. Partner with Regulatory Affairs and Legal to support filings, audits, inspections, and responses to regulatory agencies. Champion best‑in‑class project management methodologies, construction practices, and quality assurance programs. Project Execution & Delivery Direct the execution of large‑scale pipeline, facility, and infrastructure projects, ensuring adherence to scope, schedule, budget, and safety performance targets. Lead contractor strategy, including selection, contract negotiation, performance management, and dispute resolution. Implement robust project controls, including cost forecasting, change management, risk assessments, and progress reporting. Ensure seamless handover of completed assets to Operations, including documentation, commissioning, and regulatory closeout. Develop and manage the annual capital budget, ensuring accurate forecasting, disciplined spending, and alignment with corporate financial plans. Evaluate project economics, cost‑of‑service impacts, and commercial drivers to support investment decisions and FERC‑regulated cost recovery. Provide executive‑level reporting to the CEO, CFO, Board of Directors, and external stakeholders as required. Leadership & People Management Build, mentor, and lead a high‑performing team of engineering, project management, construction, and technical professionals. Foster a culture of safety, integrity, accountability, and continuous improvement across all project teams and contractors. Strengthen organizational capability through talent development, succession planning, and recruitment of top industry talent. Promote cross‑functional collaboration with Operations, Integrity, EH&S, Commercial, and Finance to ensure cohesive execution and shared ownership of outcomes. Model decisive, transparent leadership that inspires confidence and drives alignment across the enterprise. Qualifications 15+ years of progressive experience in capital project leadership within the oil & gas midstream sector. Deep knowledge of 49 CFR Part 192/195, PHMSA requirements, FERC regulations, and major capital project governance. Proven track record delivering large‑scale pipeline and facility projects safely, on time, and on budget. Strong financial acumen, including capital budgeting, cost controls, and economic evaluation. Exceptional leadership, communication, and stakeholder‑management skills. Bachelor’s degree in Engineering required; advanced degree (MBA or Engineering) preferred.
