Supervisory Public Affairs Specialist

Commander, Navy Installations Command

Summary

This position is located in the Bureau of Global Public Affairs, Office of Analytics (GPA/ST/AN). The incumbent serves as Media Monitoring Division Chief, managing staff who analyze and maintain global media content, produce media reports, advise on strategic communications based on policy goals and media market trends, analyze media trends, assess past campaign performance, and provide competitive assessments of other actors.

Duties

Help

  • Uses information technology, audience research, and analytical techniques to identify media usage trends and presentation styles impactful to target audiences; providing expertise on international media markets to inform Department strategy.
  • Develops goals, objectives, and evaluation strategies to measure the impact of GPA/RA/AN/MM programs on international public opinion, awareness, and favorability toward U.S. policies.
  • Plans work for subordinates, sets and adjusts short-term priorities, prepares schedules, and assigns tasks based on priority, difficulty, and employee capability.
  • Maintains liaison with senior-level Department officials and stakeholders within and outside the Department and U.S. Government to improve products and services and establish effective working relationships.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience leading multi-disciplinary teams: (e.g. managing day-to-day operations, setting priorities, evaluating staff performance, and overseeing workforce planning and recruitment).
  • Experience guiding the development and delivery of products that measure communication campaign impact, monitor media narrative trends to support data-informed decision making.
  • Experience advising senior executives and collaborating with cross-functional and interagency teams to modernize workflows, tools, and information-sharing protocols.
There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
