Job Summary

STAFFXPERT LLC is seeking a Technical Product Manager, Fraud & Policy on behalf of our client in Seattle, WA. This role is ideal for a strategic and technically minded product leader with experience in fraud prevention, risk management, trust and safety, or policy enforcement. The successful candidate will drive the design, validation, and launch of fraud and abuse prevention capabilities across marketplace and e-commerce platforms, ensuring customer trust, operational excellence, and business protection.

You will collaborate closely with Product, Engineering, Risk, Policy, Operations, Payments, Analytics, and Customer Service teams to identify emerging fraud risks, define scalable controls, validate solutions through testing, and support successful product launches. This position requires strong product management expertise, exceptional stakeholder management skills, and the ability to translate complex fraud and policy challenges into effective technical and operational solutions.

Key Responsibilities

Fraud & Policy Product Strategy

• Define and support the roadmap for fraud prevention, abuse mitigation, and policy enforcement capabilities.

• Translate fraud and abuse risks into product requirements, workflows, control mechanisms, and operational processes.

• Partner with cross-functional teams to prioritize initiatives, define success metrics, and drive execution.

• Develop product requirements, business documentation, launch readiness materials, and executive updates.

• Balance fraud prevention objectives with customer experience, scalability, compliance, and business goals.

Risk Analysis & Launch Readiness

• Assess country-specific and market-specific fraud risks for new product and marketplace launches.

• Identify control gaps, operational dependencies, and policy requirements before launch.

• Evaluate customer journeys, payment signals, account behaviors, and enforcement workflows to improve fraud controls.

• Document risk assessments, mitigation strategies, open issues, and post-launch monitoring plans.

Product Delivery & Cross-Functional Execution

• Lead fraud and policy initiatives from concept through launch.

• Define user stories, acceptance criteria, dependencies, and launch requirements.

• Collaborate with engineering teams to clarify requirements and prioritize development efforts.

• Partner with analytics and business intelligence teams to establish fraud metrics, dashboards, and monitoring processes.

• Ensure solutions include measurable outcomes, escalation paths, and continuous improvement mechanisms.

Testing & Control Validation

• Drive User Acceptance Testing (UAT) for fraud and abuse prevention controls.

• Create test scenarios, define expected outcomes, and coordinate defect resolution.

• Validate system actions, operational workflows, notifications, reporting outputs, and policy compliance.

• Maintain testing documentation, validation records, issue tracking, and launch approval criteria.

Operational Excellence

• Develop readiness plans, SOPs, runbooks, escalation procedures, and support processes.

• Ensure fraud investigation, decisioning, enforcement, appeals, and monitoring workflows are operationally scalable.

• Partner with operations and customer support teams to establish clear ownership and service expectations.

• Monitor post-launch performance and recommend enhancements to improve fraud detection effectiveness and customer experience.

Customer Communications

• Support the development and governance of customer communications related to fraud and policy actions.

• Collaborate with Legal, Policy, Customer Service, and Product teams to ensure messaging accuracy and consistency.

• Define requirements for notifications, reason codes, localization, remediation guidance, and escalation pathways.

• Maintain version control and change management processes for customer-facing communications.

Stakeholder Leadership

• Serve as a key liaison across Product, Engineering, Risk, Policy, Operations, Payments, Analytics, and Customer Support teams.

• Influence stakeholders and drive alignment across technical and non-technical organizations.

• Communicate risks, priorities, launch readiness status, and strategic recommendations to leadership.

• Thrive in a fast-paced environment with evolving business needs and emerging fraud threats.

Required Qualifications

• Bachelor's degree or equivalent professional experience.

• 5+ years of experience in Product Management, Technical Product Management, Technical Program Management, Business Analysis, Risk Management, Technology, or a related field.

• Experience owning product roadmaps, gathering requirements, and driving feature delivery.

• Proven ability to work closely with engineering teams to build, test, and launch technical solutions.

• Experience managing technical products, online services, e-commerce platforms, operational systems, or customer-facing workflows.

• Strong analytical skills with experience using data and metrics to drive decision-making.

• Demonstrated success influencing cross-functional stakeholders without direct authority.

• Excellent written and verbal communication skills, including experience preparing business and product documentation.

Preferred Qualifications

• Experience in fraud prevention, trust and safety, risk management, compliance operations, payments risk, marketplace integrity, or policy enforcement.

• Experience identifying fraud patterns and translating insights into controls, policies, operational processes, or detection mechanisms.

• Experience supporting global expansion initiatives, marketplace launches, e-commerce programs, or regulated product launches.

• Hands-on experience with User Acceptance Testing (UAT), control validation, defect management, and launch readiness activities.

• Familiarity with risk decisioning systems, rules engines, trust scoring models, investigation tools, and enforcement workflows.

• Experience working with Legal, Compliance, Finance, Payments, Operations, Customer Service, or regional business teams.

• Proficiency with analytics and reporting tools such as SQL, Tableau, QuickSight, Excel, or similar platforms.

• Experience measuring fraud performance through experimentation, false-positive analysis, defect tracking, and post-launch monitoring.

• Strong judgment in balancing fraud mitigation, customer experience, operational efficiency, compliance requirements, and business impact.
