The Chief of Police leads and manages all law enforcement and public safety operations for the college. This role ensures the safety and security of students, employees, and campus visitors while demonstrating a climate of trust, inclusion, and accountability. The Chief promotes a service-oriented and community-based approach to campus safety while upholding the highest standards of professional conduct, integrity, and compliance with federal, state, and local regulations. The Chief is responsible for the entire operation of the police department and the efficient operation and general supervision of all of its functions. Must have knowledge of contemporary police and security management procedures and techniques, with emphasis on the welfare of all persons on the campus and of the entire facility. Qualifications
Education: Bachelor's degree or equivalent experience required, Master's degree preferred. Graduation from a recognized police executive leadership program (e.g., FBI National Academy, Northwestern School of Police Staff and Command) is highly desirable. The Police Chief must have successfully completed and passed a certified Police "Front Line Supervisors" examination or equivalent supervisory qualification as recognized by the Board of Fire and Police Commissioners Experience: Must be qualified as an Illinois Law Enforcement Officer by the Illinois Law Enforcement Training and Standards Board. Minimum of 10 Years of patrol experience, 5 years of Police supervisory experience and 5 years of Police Administration experience, which can run concurrently. Knowledge: Requires operational and functional knowledge of modern-day law enforcement procedures and security functions. Knowledge of policing practices; higher education campus law enforcement; Clery Act; Title IX; FERPA; and emergency response coordination. Knowledge of current technologies in public safety (e.g., surveillance systems, emergency alerts, incident reporting software, Body Worn Camera software and the electronic ticketing process). Skills: Administrative supervision experience. Outstanding written and oral communications skills, especially report writing. Skills in direct leadership of multiple aspects of police staffing (patrol; Front Line; Dispatch and Command) are highly desirable. Responsibilities
1. Implement and oversee all internal investigations. 2. Enforce all laws, ordinances, rules, and regulations; including Board Policies as appropriate. 3. Plan, organize, coordinate, and conduct periodic emergency training exercises for both police personnel and for staff and students on campus; at least annually. 4. Prepare and manage the police department budget under administrative supervision. 5. Develop security and crime prevention systems and to ensure minimum losses and maximum recoveries for the institution. 6. Liaison with to all local, county, state, and federal law enforcement agencies. Avail themselves to all groups and organizations and enhance direct public access. 7. Act as sergeant-at-arms at college board meetings and serve on college committees as assigned. 8. Employee is on call 24/7/365 to respond to campus security and/or safety issues and emergencies. 9. Develop and direct the implementation of authorized goals, objectives, policies, procedures and work standards for the department. 10. Effectively manage and address labor relations issues, including to provide for the selection, training, professional development and work evaluation of department staff; authorize discipline as required; provide policy guidance and interpretation to staff; ensure that laws, ordinances, schedules, the Collective Bargaining Agreements and policies are consistently enforced. 11. Develop operational and authorized policies, procedures and standards for the department. 12. Submit appropriate Crime and Service reports as required by Federal, State Law and College procedures. 13. Maintain and direct the maintenance of working and official departmental files. 14. Monitor changes in laws, court decisions, regulations and technology that may affect departmental operations; implement policy, procedural and operational changes as required. 15. Develop and update approved College-wide emergency plans in collaboration with the College, local departments and other emergency support entities. 16. Successfully qualify at department range qualification shoots and maintain all appropriate registrations necessary to fulfill duties of the position. 17. While performing the duties of this job, the employee is frequently required to sit, walk, run, climb up and down, jump, tackle, talk and hear; use hands and extremities to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. Must be able to lift and/or move items weighing up to 30 pounds; exerting up to 100 pounds of force occasionally; as well as to use specific equipment required by the position duties or department as well as effect an arrest of individuals as appropriate. Specific vision abilities required by this job include close vision and the ability to adjust focus. 18. Other related duties as assigned by the supervisor.
