Program Coordinator II (260004BO) The Office of Grants and Research (OGR) is the state administering agency for federal funds received from the Federal Emergency Management Agency, the National Highway Traffic Safety Administration, the Department of Justice, and state criminal justice funding. This Program Coordinator II position supports grant administrative projects assigned to the homeland security team within OGR, ensuring that funds are disseminated as approved, providing programmatic and technical support to subrecipients, and performing other grant‑administrative tasks to achieve all deliverables. Responsibilities Ensure agency grants and policy directives are processed, conveyed, and proposals compliant with federal guidelines. Offer technical assistance to subrecipients/grantees/agencies on plan development and information sharing. Represent agency at conferences, meetings, and planning forums. Disseminate rules and regulations to ensure compliance. Review and make recommendations on subrecipient grant proposals and budget revisions. Analyze data to determine program effectiveness. Review reports, memoranda, etc., for completeness, accuracy, and content. Confer with management and agency personnel to determine program requirements and resource availability. Monitor subrecipient spending and make recommendations as needed. Provide technical assistance to subrecipients on program compliance. Respond to inquiries. Prepare reports for supervisors and recommend procedural improvements. Assist in all aspects of the grant administrative process. Conduct desk reviews and onsite visits to monitor subrecipient activities. Perform other duties as assigned. Qualifications at Hire Progressive experience in grants management and/or homeland security. Ability to manage multiple tasks and prioritize work. Excellent research, evaluation, and critical‑thinking skills. Strong interpersonal, communication, and written skills. Professional demeanor and public‑speaking ability. Coordination skills to accomplish work objectives. Knowledge of methodologies for task completion and general report writing. Understanding of laws, regulations, and policies governing unit activities. Ability to gather and assemble information following established procedures. Accurate record‑keeping capabilities. Proficiency in MS Office (Outlook, Excel, Word, PowerPoint). Data‑collection skills via records, interviews, and internet research. Qualifications Acquired on the Job In‑depth knowledge of laws, regulations, policies, and standards for unit activities. Understanding of the agency’s organizational structure and functions. Familiarity with agency forms and procedures. Knowledge of state personnel, procurement, and accounting procedures. Understanding of federal grant administration and state budgetary procedures. Principles of supervision and personnel management. License & Certification Requirements This position requires possession of a valid, current Massachusetts motor vehicle operator’s license. Minimum Entrance Requirements Applicants must have at least (A) three years of full‑time or equivalent part‑time professional, administrative, or managerial experience in program management, administration, coordination, planning, or analysis; OR (B) an equivalent combination of experience and the following substitutions:
- A Bachelor’s degree in business administration, business management, or public administration may be substituted for up to two years of required experience.
- A Graduate degree in the same fields may be substituted for the required experience.
- A Bachelor’s or higher degree in another major may be substituted for up to one year of the required experience.
