About the Role The Garcia Companies are seeking an HR & Payroll Manager who likes a good spreadsheet, loves people, and can keep a lot of balls in the air as our businesses grow and change. This person will be responsible for all human resources and payroll functions within our organization of 8+ small businesses. This is an opportunity for someone with a solid HR foundation to move into a more hands-on, meaningful role. They will help build the HR function from the ground up alongside leaders who are ready to lock arms and work side by side. This isn't a send it up the chain and wait three weeks kind of environment. Our owners know their neighborhood, care about the individuals that work for them, and are deeply invested in the community they are building. Leadership and Strategic Support Partner with company leadership to support organizational goals and workforce planning. Identify opportunities to improve HR and payroll processes, systems, and employee experience. Provide guidance and recommendations regarding compensation, benefits, and workforce management. Payroll Administration Process weekly, bi-weekly, and monthly payrolls accurately and on time. Maintain employee payroll records, deductions, garnishments, and tax withholdings. Review and audit timekeeping records, PTO balances, and payroll reports. Ensure compliance with wage and hour laws and payroll tax regulations. Coordinate payroll tax filings and year-end reporting, including W-2s and other required documentation. Resolve payroll discrepancies and respond to employee payroll inquiries. Human Resources Management Oversee and administer employee onboarding, orientation, and offboarding processes. Maintain personnel files and HR records in accordance with legal requirements. Develop, implement, and update HR policies, procedures, and employee handbook provisions. Advise managers on leadership, employee relations matters, disciplinary actions, performance management, and workplace concerns. Assist with investigations involving employee complaints or policy violations. Ensure compliance with federal, state, and local employment laws and regulations. Benefits Administration Manage employee benefit programs, including health, dental, vision, retirement plans, and leave programs. Assist employees with benefit questions. Assist accounting with reconciling benefit invoices and payroll deductions. Recruitment and Talent Management Coordinate recruitment efforts, including job postings, applicant screening, interviews, and hiring processes. Conduct background checks, employment verifications, and new hire paperwork. Support employee development, training programs, and retention initiatives. Compliance and Reporting Prepare HR and payroll reports, using data-driven analysis to support leadership and decision making. Ensure compliance with FLSA, FMLA, COBRA, ACA, EEO, OSHA, workers' compensation, and other applicable employment laws. Participate in audits related to payroll, benefits, workers' compensation, unemployment claims, and employment practices. Administer access, security profiles, and company-specific resources within HRIS system. Maintain confidentiality of employee and company information. Qualifications Bachelor's or master's degree in Human Resources or a related field; or equivalent combination of education and experience. HR certification is preferred, such as SHRM-CP, SHRM-SCP, PHR, or SPHR. Minimum 5 years of progressive experience in human resources. Thorough knowledge of payroll procedures, employment laws, and HR best practices. Experience administering employee benefits and leave programs. HRIS and payroll administration experience through ADP is strongly preferred. Excellent intuition with people, as well as organizational, problem-solving, and communication skills. High level of confidentiality and professionalism. Proficiency in Microsoft Office, including Excel, Word, and Outlook. Ability to manage multiple priorities and meet deadlines in a fast-paced environment. Experience in restaurants is strongly preferred.
