Assistant Property Manager - Affordable

Position Summary Assistant Property Manager supports day‑to‑day operations of affordable housing communities covering leasing, resident support, regulatory compliance, rent collection, office administration, and vendor coordination. Responsibilities vary by site needs. Key Responsibilities Leadership & Staff Support – Step into site leadership when Property Manager unavailable; onboard, orient, and train staff; foster a positive team environment; provide ongoing support and cross‑training. Resident Relations – Respond to inquiries, complaints, and maintenance needs; coordinate resident services and events; conduct orientations; maintain relationships with Resident Council and Social Services. Compliance & Regulatory Management – Ensure adherence to federal, state, and municipal regulations (Fair Housing, ADA, FCRA); support certification, recertification, HUD, LIHTC documentation; prepare for MORs, file audits, and inspections. Leasing & Marketing – Show units, market the property, maintain waiting list, and implement Resident Selection and Fair Housing Marketing Plans; conduct market surveys. Financial & Rent Administration – Collect rent and fees, deliver notices, manage accounts payable/receivable, track subsidy receivables and tenant ledgers. Office & Operations – Manage front desk, records, vendor coordination, supplies, and OneSite entry of maintenance requests. Maintenance & Property Oversight – Inspect property, report issues, support emergency response, monitor unit turnover. Safety & Risk Management – Report incidents, hazards, and assist with safety checklists. Qualifications Education & Experience – High school diploma or GED; 1–3 years in affordable housing or related role. Licenses & Certifications – Illinois Real Estate License (to be obtained within 120 days of hire); Valid Driver’s License; Certified Occupancy Specialist or Tax Credit Certification preferred; ARM or CAM a plus. Technical & Other Requirements – Evening/weekend availability; proficiency with OneSite; Microsoft Office; strong math skills; professional resident and vendor interaction; adaptability and service focus. Physical Demands Stand, walk, sit for extended periods; climb, stoop, kneel, and lift up to 25 lbs; occasionally lift up to 100 lbs. Access units, common areas, mechanical spaces; reliable transportation and valid driver’s license. Skills Strong communication; customer focus; compliance awareness; organizational and teamwork; adaptability; problem solving. Working Conditions Outdoor elements during inspections; exposure to fumes and cleaning chemicals; moderate office noise. Essential Duties & Responsibilities Supervise staff in manager’s absence; handle on‑call services; assist orientation and payroll; enforce HR policies. Collect rents and fees, maintain OneSite records, issue notices, and manage accounts payable and receivable. Ensure compliance with fair housing laws, certification notifications, HUD/TiCredit filings, and stay current on regulatory changes. Coordinate office tasks, maintain records, answer phones, assist events; maintain OneSite. Obtain and process maintenance work orders, respond to emergencies, support procurement, monitor unit turnover. Manage resident services, marketing, outreach, waiting list, and orientation.
