Deputy Chief Financial Officer

The Executive Office of Public Safety and Security (EOPSS) is seeking an experienced and strategic financial leader to serve as Deputy Chief Financial Officer (CFO). This is a high--impact opportunity to help shape the financial strategy behind public safety operations and investments across the Commonwealth. Reporting to the Chief of Strategy and Finance, the Deputy CFO serves as senior budget leader for EOPSS, providing Secretariat-wide leadership for the development, execution, monitoring, and analysis operating and capital budgets. With an enterprise-wide view of an approximately $2 billion portfolio, the incumbent plays a critical role in translating EOPSS policies, priorities and operational needs into financially sustainable strategies. The Deputy CFO serves as a principal advisor to the Chief of Strategy and Finance and senior leadership on fiscal risks, tradeoffs, and opportunities. Working with substantial independence, the incumbent will initiate and lead cross-agency budget exercises; develop spending plans, forecast, and resource-allocation strategies; establish spending controls; direct corrective actions; conduct expenditure approvals; and budget adjustments with within delegated authority. Finally, the Deputy CFO will represent EOPSS on budget matters with internal and external stakeholders, and will be expected to speak to the full operating and capital portfolio reflective of the Secretariat's priorities. Major Duties and Responsibilities : * Operating and capital budget planning, forecasting, and spending plan development * Deliver fiscal analysis and translate complex financial information into actionable insights that support senior leadership decisions * Develop strategies that align available resources with EOPSS priorities, requirements, and long-term objectives * Establish spending controls, monitor fiscal performance, and direct corrective actions as needed * Conduct expenditure approvals and budget adjustments within delegated authority * Provide functional leadership across all EOPSS agencies under the direction of the Chief of Strategy and Finance * Represent EOPSS on budget and financial matters with internal and external stakeholders Preferred Qualifications : * Demonstrated experience managing large, complex operating and capital budgets * Significant experience in spending plan development, budgeting, forecasting, and/or financial analysis * Ability to translate policy into sustainable and actionable budget plans * Demonstrated success leading cross-agency initiatives involving multiple stakeholders * Strong knowledge of financial controls and expenditure management and monitoring * Excellent written, verbal, and presentation skills MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
