ARS employees are motivated through our industry competitive benefits package, our awards and recognition program, and personalized attention from ARS Senior Managers.Responsibilities include:Develop research, development and acquisition management system documentation, to include supporting Statements of Work (SOW), Performance Work Statements (PWS), System Acquisition Management Plans (SAMP), Acquisition Strategies (AS) Acquisition Program Baselines, (APB), Acquisition Decision Memorandums (ADM), test and evaluation plans, fielding and deployment releases, program protection plans, spend plans, Technology Insertion Roadmaps, Transition Agreements, Congressional Briefings and responses to Congressional Requests for Information, and Program Objective Memorandum (POM) planning documentsCollect and analyze metrics and requirements from supported organizationsDevelop elements of program acquisition strategiesSupport/conduct market researchKeep program information current and organize data to submit to management for decision makingPrepare reports and briefings on program status, policies and procedures, in support of acquisition program milestonesSupport cost/benefit analysisAnalyze effectiveness and efficiency of program; develop recommendations to improve program operationsAnswer data calls and inquiries on program policies and proceduresMonitor programs to ensure compliance with policies and proceduresManage program cost, schedule, performance, and risks in accordance with policies and proceduresCoordinate program information with personnelInterpret regulations and directives to determine impact on programsDetermine requirements, support government counterparts to ensure execution of programs in accordance with plans, and modify program policies and procedures based on changes to regulationsResearch ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issuesOversee the allocation of resources based on program requirementsMaintain broad understanding of assigned acquisition program; develop acquisition documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, LCSP, ILSP, program protection plans, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challengesApply business practices and market conditions applicable to program and technical acquisition requirementsApply price and cost analysis sufficient to review proposals, actual and estimated expenditures and established rates to determine price reasonableness or to determine a negotiation position; properly apply funding rules associated with the obligation of multiple types of appropriationsApply precedents found in government contracting case law to specific contracting situationsApply knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract typesOther duties as assignedQualifications/ Technical Experience Requirements:Must be a US CitizenSecurity Clearance Required: Secret or above (TS/SCI preferred)Bachelor's degree in acquisition/business or related field plus 10 years of DoD acquisition experience with a minimum of 3 years DoD experience in Military CommunicationsDAWIA Level II (Practitioner) Equivalency in the Program Management field; must have completed DAWIA Level II (Practitioner) non-resident course prerequisites in Program ManagementWorking knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, "Operation of the Defense Acquisition System" and the Defense Acquisition Framework processAll positions at Applied Research Solutions are subject to background investigations.
