Job Title : Milieu Supervisor II

Department: Caritas Youth Therapeutic Treatment Center

Status: Full-Time, Exempt

Reports To: Director of Residential Children's Center

Starting Compensation Pay: $60,000 annually

PURPOSE: Milieu supervisors work directly with direct service staff within the therapeutic milieu to ensure trauma-informed mental health treatment services are provided to youth so they can transition to a less restrictive environment, such as returning home or going to a specialized foster home setting. Milieu supervisors work with training, clinical, and service coordination teams to ensure that youth’s treatment within the therapeutic milieu is in line with all service recommendations.

ESSENTIAL DUTIES AND RESPONSIBILITIES are completed under the supervision of a QMHP (additional information can be found in 89 Ill. Adm. Code 140.453) and include the following. Some duties are shared, and others are assigned to one or more individual Unit Managers.

• Maintain a regular physical presence within the therapeutic milieu.
• Protect residents to ensure physical and emotional safety, to include mandated reporting of any observed or suspected incidents of child abuse or neglect.
• Ensure direct care staff adhere to policies and procedures, programming schedules, and trauma-informed interactions while providing therapeutic and scheduled activities.
• Trains, coaches, and engages in trauma informed de-escalation and crisis management.
• Model trauma-informed care and upmost professionalism with colleagues and youth at all times.
• Share in coordinated responsibility with the rest of the treatment center staff in deciding on modification and individualization of the treatment process.
• Assigns direct care staff duties, tracks for compliance, and holds accountable for outcomes.
• Ensure the program and direct service staff (MHPs and RSAs) are compliant with agency, DCFS, Medicaid and COA policies and procedures.
• Hold individual supervision sessions with each assigned employee on a regular interval and as needed, to include appropriate documentation of these sessions.
• Attend and actively participate in meetings with program and agency leadership, as well as with other members of the treatment team.
• Ensure staffing ratios are followed, moves staff assignments within milieus as needed to cover ratios as needed. Supplement the staffing ratio as required and must be able to perform all duties of a direct care staff member.
• May be required to attend program/supervisory meetings as needed outside of regularly scheduled shifts to collaboratively ensure and maintain program safety and stability.
• Must successfully participate in a minimum of 24 hours of training annually. This includes safety, policy & procedures, trauma informed care.
• Attends and successfully completes TCI Train the Trainer Training. Meets all requirements to maintain status as a certified TCI Trainer. Provides TCI Training to program staff.
• Perform additional duties as assigned.

SUPERVISORY RESPONSIBILITIES: Provides direct supervision of direct care staff through in person observation, regular review of surveillance footage and one-on-one meetings. Teaches and role models for direct care staff, as well as assigns and oversees direct care staff tasks for completion. Takes turns in the on-duty rotation. Assists in hiring and training direct care staff and completes their employee evaluations at 90 days post-hire and annually thereafter.

EDUCATION and/or EXPERIENCE REQUIRED/PREFERRED

Degree/Field Required: High School Diploma (Related fields will be considered.)

Degree/Field Preferred: Bachelor's in Human Services field (Related fields will be considered.)

High School Diploma/Associate's Degree candidates:

• Minimum of 5 years of experience working with youth with complex mental health needs and/or at-risk youth.
• 2-4 years of supervisory experience required.

Bachelor's/Master's Degree candidates:

• Minimum of 3 years of experience working with youth with complex mental health needs and/or at-risk youth.
• 2-4 years of supervisory experience required.

Bachelor's/Master's Degree candidates with 5 years of supervisory experience:

• Minimum of 3 years of experience working with youth with complex mental health needs and/or at-risk youth.

Licenses/Certifications Required:

• Ability to meet the requirements of a Mental Health Professional (MHP) as defined by the State of Illinois.

• Therapeutic Crisis Intervention (TCI) Trainer Certification.

SKILLS REQUIRED:

Must be able to select and utilize appropriate learning and instructional methods when teaching or training others. Ability to monitor and assess individual and organizational performance to identify opportunities for improvement is essential. Strong reading comprehension, verbal communication, and written communication skills are required, including the ability to read, write, and communicate effectively in English.

Social: Must possess strong interpersonal skills, including the ability to coordinate actions with others, provide instruction and coaching, negotiate and resolve conflicts, and persuade others when appropriate. Requires a service-oriented approach, commitment to helping others, and the ability to recognize and understand the reactions, concerns, and needs of individuals from diverse backgrounds.

Problem Solving/Decision-Making: Must be able to make effective decisions in time-sensitive situations with limited opportunity for analysis. Requires the ability to prioritize and manage multiple responsibilities while consistently meeting strict deadlines. Demonstrates sound judgment and decision-making by evaluating risks, costs, benefits, and organizational impact while considering the effect decisions may have on clients, staff, financial resources, and the reputation of the organization.

Proficient Computer Skills In: Outlook, Word, electronic documentation systems, database management software, and virtual communication platforms.

Expert Computer Skills In: N/A

Resource Management: Must be capable of motivating, developing, and directing staff while effectively managing personnel resources. Requires strong organizational skills and the ability to manage personal workload as well as the workload and priorities of direct reports to ensure operational effectiveness and achievement of program goals.

Technical: Must possess proficient computer skills in Microsoft Excel, Microsoft Outlook, Microsoft Word, and database management software. Ability to accurately maintain records, generate reports, communicate electronically, and manage information systems is required. Advanced proficiency in Microsoft Outlook is preferred.

Trauma-Informed: Must display a willingness to adopt trauma-informed interventions, principles, and practices and demonstrate a commitment to ongoing professional development in trauma-informed care. Recognizes the impact of trauma on children, families, caregivers, and communities and incorporates trauma-informed principles into all interactions and service delivery.
