Core skills to be successful as a case manager include attention to detail, consistency, and organization. The Oregon Child Support Program, administered by the Division of Child Support, is part of the federal child support program, which is one of the top four anti-poverty programs in the nation. Job Duties (in part) Due to the nature of this position for training, the required work hours are 8 a.m.– 5 p.m., Monday through Friday in office, with an hour scheduled for lunch. After training is complete, there may be more schedule flexibility. Review individuals’ case documents and records to determine if a child support order is needed. Contact agency customers and other service providers to gather information to assist in establishing paternity and to establish and enforce support orders. Establish, modify, enforce, and provide accounting records for child support orders by deciding needed action. Apply federal and state laws, rules, and agency policies and procedures. Verify payments are properly disbursed. Verify accuracy of any state agency claims against child support. Request, review, and evaluate paternity declarations to initiate action. Complete and file legal documents to establish paternity. Process modification requests. Gather wage and health care information, research and apply child support guidelines to calculate support obligation. Required Experience Research suggests that women and people of color are less likely to apply unless they are confident they meet 100% of the listed qualifications. Three (3) years of experience working with the public in person or by phone giving information about services and programs and solving customer problems/complaints. Experience must include the use of personal computers, web-based applications, and typical software such as Microsoft Office. OR A Bachelor's Degree may substitute for the above experience. AND Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position. After one year and upon a successful completion of trial service as a Child Support Case Manager-Entry, employees will meet the minimum qualifications of Child Support Case Manager and be placed in the Child Support Case Manager classification (Salary Range (21) - $4,833- $6,713 monthly. 6% of which is the Public Employees Retirement System contribution). Current Division of Child Support case managers who are successful finalists will be processed as lateral transfers. Desired Skills, Experiences, and Attributes Adaptability when facing change in job processes and requirements. Skill in sorting through, and analyzing, mass amounts of information. Professional experience communicating policies, rules, or laws to the public. Computer proficient with a clear ability to learn new systems and methods. Experience using a variety of computer programs to view, enter, edit, and extract information. Ability to independently complete assignments on time. Ability to maintain professional composure, tact, and friendliness while working with the public who may be irate, hostile, and/or emotionally distraught. An ability to work in an environment with frequent interruptions.
