JOB DESCRIPTION:

This position is in the  Division of Blind Services, Career, Technology & Training Center for the Blind & Visually Impaired (CTTC) located in Daytona Beach . This position serves as a Case Manager for assigned students attending the CTTC. As a case manager, the incumbent will be responsible for providing adjustments to blindness, counseling, and vocational rehabilitation counseling services, developing plans for acquiring independent living skills and/or identifying and pursuing an appropriate vocational goal and recommending ancillary services. The incumbent will be expected to model, demonstrate, and guide other employees in the use of the principles of flexibility, adaptability, and approachability - while adhering to applicable laws, rules, policies and procedures.

DUTIES & RESPONSIBILITIES:

(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

• Function as case manager for assigned students attending the Rehab Center.
• Will provide adjustments to blindness counseling and vocational rehabilitation counseling services to include guidance and counseling, interpreting medical reports and evaluation data.
• Assist students in the development of plans for acquiring independent living skills and identifying and/or pursuing an appropriate vocational goal.
• Conduct and/or participate in weekly seminars on adjustment to blindness.
• Follow through arrangements for recommended ancillary services, i.e. drug counseling, alcoholism, and psychological counseling, etc. 
• Maintain up-to-date client contact reports.
• Schedule and conduct ICP, Monthly and Exit Staffing’s.
• Contact referring counselor to schedule participation in Staffing’s. 
• Produce reports for Staffing of each assigned client.
• Conduct orientation class for each new class of students. 
• Maintain communication with assigned student's referring counselor and family (with proper consent), providing information regarding training status and encouraging participation in the rehabilitation process.
• Assist in public education and relations to include speaking engagements, participation in community and professional organizations and providing tours to Rehab Center visitors.
• Assist in the coordination of medical services; serve as a liaison to other agencies serving the client to include psychological services.
• Collect, review, and disseminate relevant information from outside consultations and respond to emergency mental health needs of students. 
• Provide consultation and assistance related to vocational evaluation, situational assessment, and career counseling issues.
• Make recommendations to supervisors and Center counseling staff for appropriate career assessment strategies including vocational evaluation, situational assessment, and career counseling for inclusion in clients Individualized Plans for Employment (IPE).
• Trains Center staff in aspects of career counseling and exploration for the visually impaired.
• Assists associates in the identification of and analysis of assessment tools and career information that can be adapted for people who are blind or visually impaired.
• Upon request, evaluates qualifications of consultants in vocational evaluation techniques for the visually impaired and trains consultants in DBS policies and procedures.
• Assess the appropriateness and effectiveness of techniques and career assessment/exploration tools for center staff and consultants.
• Evaluates new vocational evaluation and career exploration tools as they become available, or updates come on the market.
• Perform other duties as requested. 
• Some travel is required.

KNOWLEDGE, SKILLS & ABILITIES:

• Knowledge of vocational evaluation theories and techniques.
• Knowledge of State and Federal Regulations. 
• Knowledge of Career Counseling Techniques and Theories. 
• Knowledge of Vocational Rehabilitation Process and Procedures.
• Effective training skills and techniques.
• Ability to evaluate program effectiveness and implement new procedures.
• Ability to build effective working relationships with field staff and private providers.
• Effective communication skills (including proficiency in computer word processing and data entry procedures). 
• Ability to establish and maintain effective working relationships both within the Bureau and Division and with customers and service partners across the state.

MINIMUM QUALIFICATIONS:

• Three (3) to five (5) years of professional and relevant experience in social, behaviorial, rehabilitative science, education, visual disabilities, or vocational rehabilitation. 

PREFERRED QUALIFICATIONS:

Preference will be given to candidates with:

• A bachelor’s degree from an accredited college or university in a field of study reasonably related to vocational rehabilitation.
• An ability to establish and maintain education and experience requirements to ensure an understanding of the evolving labor force and the needs of individuals with disabilities.
• Knowledge of the Workforce Innovation and Opportunity Act (WIOA).
• Knowledge and experience in case management.

Leave Information: (CS)

• Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
• Sick Leave - Career Service employees earn 8.667 hours of sick leave credits per month.
