Human Resource Specialist

The Human Resource Specialist is a branch-level resource and first point of contact for HR matters. Based in Long Beach, CA and working onsite, the role supports people operations across employee relations, recruiting, performance management, compliance, and engagement while aligning local needs with corporate HR policy. Key Responsibilities Partner with the HR manager to conduct investigations into employee relations concerns and document outcomes. Advise branch leaders on performance management and employment compliance. Review and analyze Branch HR metrics such as turnover and retention, then recommend improvement opportunities. Support employee development in collaboration with Learning & Development. Ensure employment law and internal policy compliance. Contribute to a positive and inclusive workplace culture. Support labor relations and consult with branch management regarding the CBA. Bridge communication and partnership between branch leadership and HR leadership. Assist with benefits coordination, employee verifications, and paycheck distribution. Maintain accurate, up-to-date employee records. Field employee questions and route them to the appropriate internal teams (such as payroll, benefits, or HR leadership). Support I-9 audits, compliance activities, and HRIS data entry. Provide first-point front desk support for employees, visitors, and job applicants in a professional and welcoming manner. Receive, log, and route incoming mail and packages appropriately. Coordinate with vendors, delivery personnel, and service providers in partnership with the Branch Manager to support smooth site operations. Provide bilingual support (English/Spanish) throughout the recruiting process. Participate in job fairs and recruiting events. Maintain accurate records in the Applicant Tracking System (ATS). Support new-hire onboarding both in person and using automated onboarding tools. Handle walk-in candidates. Provide occasional coverage or project assistance for recruiters. Required Qualifications Minimum 2 years of HR or administrative experience; 4+ years preferred for generalist functions. High school diploma or equivalent required; Bachelor’s degree in Human Resources or related field preferred. Bilingual English/Spanish (verbal and written) required. Knowledge of California employment law is a plus. Ability to walk for extended periods across multiple job sites. Ability to lift and carry up to 30 lbs . Ability to bend, reach, stand, and walk for extended periods. Repetitive use of hands, wrists, arms, and legs, including climbing stairs, using ladders, and kneeling or squatting. Must be 18 years of age . Must provide proof of U.S. Citizenship or Permanent Residency . Must provide proof of work authorization and complete an I-9 and E-Verify process. Must complete pre-employment background check (if applicable). Must complete pre-employment motor vehicle record check (if applicable). Must complete pre-employment drug screen (if applicable). Uses standard office equipment including computers, phones, photocopiers, and filing cabinets. May be frequently exposed to fumes or airborne particles, moving mechanical parts, and vibration during some duties. Noise level at job sites can be loud.
