Senior Analyst – Research, Analytics, and Data Office The Research, Analytics, and Data office is accepting applications for a Senior Analyst. This position provides advanced policy, analytical, and technical support for data initiatives related to the Judicial Branch Statistical Information System (JBSIS). JBSIS defines and collects statewide summary information for each major case processing area of the court and makes court data available via the JBSIS data warehouse. It is the basis of the annual Court Statistics Report, facilitates trial court budget allocation via staff and judicial workload studies, and informs and structures countless other Judicial Council outputs and services. The Senior Analyst leads projects focused on delivering strategic value from JBSIS, including data validation and analysis, collaborating with IT and subject matter experts on technical enhancements, coordinating with other offices impacted by JBSIS, stewarding data reporting rules, and guiding courts and case management system vendors through data mapping processes. The Senior Analyst position serves as staff to the JBSIS Subcommittee of the Judicial Council’s Court Executives Advisory Committee, providing research and policy support to guide and implement the vision of branch leaders. It consults with other parts of the Judicial Council on the use of JBSIS data for branch policy making and reporting requirements. And it is responsible for JBSIS data governance, developing policies and products that maximize public access to justice while safeguarding data sensitivity. Responsibilities This work is conducted independently with limited supervision in support of major initiatives that have statewide impact. About the Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule‑making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. Qualifications Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. OR Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation. OR One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity. Desirable Qualifications Strong written and verbal communication skills Proficiency in programming languages used for data migration, wrangling, and analysis (e.g., R, Python, SQL) Proficiency in data visualization software such as Power BI and Tableau Knowledge of statistical concepts and quantitative research design Critical thinking and problem-solving skills Experience with Git and GitHub Prior government work experience Knowledge of court case processing #J-18808-Ljbffr
