Grants Accountant

SUMMARY


Reporting to the Director of Accounting, the Grants Accountant manages the budgets for all of the college's externally funded projects and activities (e.g., USDOL grant, Carl D. Perkins grant, Rapid Response grants, IWTP grants, Federal Prison contracts, etc.) in which a formal written agreement is entered into by CLTCC and by the sponsor. The Grants Accountant coordinates with accounting staff all procurement activities as well as accounts receivables and accounts payables for externally funded projects and activities.


The Grants Accountant assumes responsibility for post award grant and contract accounting thus ensuring compliance with funding source administrative guidelines, timely receipt of revenue, accurate submission of financial reports, and orderly closure of financial reports on projects. The Grants Accountant ensures that externally funded project account activities are in accordance with established legal, regulatory, and internal policies. The Grants Accountant cooperates with independent, regulatory, and third-party auditors in conducting audits by explaining accounting practices and systems, preparing requested materials, and ensuring availability as necessary. The Grants Accountant is responsible for the data integrity of all grant/contract account and billing information. The Grants Accountant ensures account data accuracy and maintains accounting file information.


The Grants Accountant records financial transactions, such as revenue receipts into journals, ledgers and/or automated accounting systems (i.e., the Banner Financial module). The Grants Accountant categorizes financial transactions into accounts and resolves recording errors, and also assigns accounting codes. The Grants Accountant receives, controls and records cash/check/credit card receipts. The Grants Accountant reconciles current account problems through research and analysis, and provides reports based on analysis.


The Grants Accountant is responsible for externally funded projects and activities account policies and procedures. Participates in strategic planning and various initiatives to impact the mission and goals of the Finance and Administration Division. Displays a high level of effort and commitment to performing work; operates effectively within the organizational structure; demonstrates trustworthiness and responsible behavior. Demonstrates extreme customer service. Maintains up-to-date knowledge of proposed and current higher education legislation, and trends in higher education practice. Collaborates in the development and maintenance of the accounting and finance website

PRIMARY RESPONSIBILITIES

  • Prepares grant billing invoices and reports, keeps accurate supporting documentation, and reconciles invoices and payments to supporting documentation.
  • Verifies and codes data according to prescribed procedures and reviews financial information for assure accuracy of information.
  • Verifies that documents are in compliance with federal and agency regulations.
  • Prepares supporting schedules, worksheets, and reports for assigned accounts.
  • Reconciles grant inception to date reports and sub-ledgers to general ledger monthly.
  • Ensures timely reports of weekly and monthly financial information.
  • Maintain the grants webpage and keep update with relevant information.
  • Maintains and verifies accurate information for financial reporting purposes.
  • Participate with divisional meetings, committees, and training opportunities.
  • Maintain a high level of customer service.
  • Occasional evening and weekend work and overnight travel may be required; and
  • Perform other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
  • Applicable laws, codes, regulations, policies, and procedures
  • Generally Accepted Accounting Principles (GAAP)
  • The Family Educational Rights and Privacy Act (FERPA), Title IV and HEA
  • National and Regional Accreditation standards related to Finance and Accounting
  • Federal, state, and local laws, ordinances, codes, and regulations relevant to the financial management in Louisiana
  • Sources and bases of funding for post-secondary educational institutions and programs in the State of Louisiana
Demonstrated Ability to:

  • Keep current with, interpret and apply applicable rules, regulations, policies, and procedures relating to Finance and Accounting functions.

  • Collect, evaluate, and analyze data relating to Accounting functions; recommends options.

  • Provide excellent customer service to faculty, staff, current students, prospective students, alumni, business and industry partners, community representatives and other stakeholders.
  • Work independently with accountability at multiple levels of the organization.

MINIMUM QUALIFICATIONS
  • Associate's degree in Business Administration, Accounting, Finance, Economics or related field from an accredited college or university
  • Five or more years of full-time work experience performing accounting functions in a(n) education, business, industry, or government environment.
  • Strong analytical and problem-solving abilities.
  • Proficiency in Microsoft applications (Word, Excel, and PowerPoint)
PREFERRED QUALIFICATIONS
  • Bachelor's degree in Business Administration, Accounting, Finance, Economics or related field from an accredited college or university
  • Seven or more years of full-time work experience performing accounting functions in a(n) education, business, industry, or government environment.
  • Three or more years of full-time work experience supervising accounting functions at a postsecondary educational institution
  • Knowledge of and working experience with Ellucian's Banner Finance or other major postsecondary education financial management system
  • Proficiency in Microsoft Access
