Responsibilities You will serve as the SWS/AWS Engineering Division Head and is the leading SWFLANT technical expert and government authority on SWS/AWS engineering. You will specify the engineering requirements and performance standards for all technical and engineering product assurance programs, operations, and requirements. You will manage employee performance and productivity through clear objectives, feedback, and recognition, and are responsible for all supervisory functions, including workforce planning, training, and discipline. You will oversee the evaluation of system component processing requirements, performs comparative analyses of contractor plans, and directs revisions as needed. You will direct engineering studies and investigations of deficiencies in SWS/AWS programs. You will implement closed-loop corrective action systems to mitigate program failures, approving technical policies, and participating in acquisition activities from design to disposal. You will monitor SSP contractor operations, supports technical contract fact-finding, and represents SWFLANT as the SWS/AWS technical expert in program-wide planning meetings. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13)(grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer, managed engineering personnel and oversaw the development, testing, and sustainment of weapon systems to ensure system performance, reliability and mission readiness. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information This announcement uses the Acquisition Workforce Personnel Demonstration Project (AcqDemo) Business Management & Technical Management direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is part of the Navy Nuclear Deterrent Mission. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
