Learning and Development Manager
Freedom Senior Services
Freedom Senior Services is a leading Medicaid-focused Home and Community-Based Services platform dedicated to helping older adults and individuals with disabilities maintain independence at home and in their communities. The organization delivers coordinated personal home care, adult day healthcare, IDD services, and specialized support for veterans across more than 20 locations in Kentucky, Indiana, Ohio, Pennsylvania, and Tennessee. Services are guided by a mission to be the most trusted name in Medicaid-focused care, supported by a direct caregiver workforce and strong cultural competency for a diverse client base. Freedom Senior Services maintains long-standing partnerships with state Medicaid agencies and managed care organizations, emphasizing high retention, high compliance, and strong clinical oversight. Team members join a growing organization that values community connection, quality care, and sustainable expansion. Role Description The Learning and Development Manager is a full-time, on-site role working out of our Corporate headquarters in Louisville, Kentucky , reporting to the Director of Quality. This is a new position created to build a unified training function for a workforce of nearly 3,000 caregivers, clinical staff, and corporate team members across five states. Today, training happens site by site. This role will make it one system. The Manager will own five areas of work. First, caregiver onboarding and pre-service training, standardized across all states, service lines, and roles. Second, compliance and state-mandated training, including annual requirements under each state's Medicaid waiver programs, with completion tracking that stands up to audit. Third, administration of our learning management system, including course building, enrollment, reporting, and integration with new-hire workflows. Fourth, curriculum development for new and evolving roles as the organization grows, in partnership with operations and clinical leadership. Fifth, training delivery designed for a multilingual workforce; approximately 60 percent of our team members speak English as a second language, and our training must work in the languages our people actually speak. The Manager partners closely with Human Resources leadership on career pathways, retention programming, and new-hire experience, and with clinical leadership on any training with clinical content. Clinical competency validation remains with licensed clinical leaders; this role builds the system that gets every team member trained, tracked, and ready. Qualifications 5+ years of experience in training, learning and development, or workforce education, with at least 3 years in a healthcare, home care, senior services, or human services setting. Demonstrated experience building or standardizing training programs across multiple sites; multi-state experience strongly preferred. Hands‑on administration of a learning management system (Relias, HealthStream, Cornerstone, or similar), including course creation, enrollment management, and compliance reporting. Working knowledge of state‑mandated caregiver training and documentation requirements in Medicaid or regulated care settings. Experience designing training for frontline, hourly, or multilingual workforces; adult learning certification (CPTD, APTD, or similar) a plus. Strong instructional design and facilitation skills across in‑person, virtual, and self‑paced formats. Excellent organization and reporting skills, with the ability to demonstrate training completion to auditors and regulators. LPN or RN licensure a plus, not required; bachelor's degree in education, healthcare administration, human resources, or a related field is beneficial. 401(k) Health insurance Life insurance Paid time off Why Freedom Senior Services You will build this function from the ground up, not maintain someone else's. Every caregiver who starts their first shift confident and prepared is your work made visible, in every language our teams speak. You will own real authority over curriculum, systems, and standards at the center of a growing, mission‑driven organization, with advancement opportunity as we expand. #J-18808-Ljbffr
