TITLE: HUMAN RESOURCES MANAGER


SALARY: $83,000 to $93,000 (based on education & experience)


CLASSIFICATION: Salaried (Exempt) - 260 Days/Year (year-round position)


REPORTS TO: Chief Human Resources Officer (CHRO)

JOB SUMMARY: The HR Manager will assist in human resources functions to include recruitment & hiring, employee relations, and compliance with labor laws, acting as a liaison between classified support staff and management to foster a positive, productive work environment.

REQUIRED QUALIFICATIONS:

• A Bachelor's degree in Human Resources, Business, Education or a related field;
• three (3) or more years' experience in a leadership role in K-12 public schools or private sector Human Resources;
• must have strong verbal and written communication skills with the ability to communicate effectively and confidently across all levels of an organization;
• must have exceptional customer service acumen for both internal and external stakeholders;
• ability to maintain confidentiality and appropriately handle sensitive information;
• detail oriented and maintains accuracy with a strong sense of urgency while working on multiple tasks simultaneously; and
• must have advanced skills in use of office computer technology including HRIS, Microsoft Suite and G-Suite.

Highly desired qualifications:

• Master's Degree in Business, Education or relevant field; and/or
• Hold or be eligible for an Administrator License.

PERFORMANCE RESPONSIBILITIES

• Manages all processing aspects of classified support staff employment, hiring, transfers, retirement, leaves, employee relations etc.
• Provides guidance and direction to leaders for the selection, hiring and assignment of the best-qualified classified support staff.
• Provides authorization and pay determination for the hiring of classified support staff.
• Monitors all certifications and/or educational requirements of classified support staff.
• Ensures all classified positions are posted in a timely manner.
• Keeps up to date on the best recruiting practices and make recommendations to enhance the current process to reach more qualified candidates.
• Coordinates and manages the recruiting efforts for the district to include running internal job fairs and attending external job fairs.
• Signs official documents related to classified support staff employment.
• Provides guidance to leaders for classified support staff transfers, dismissals and promotions.
• Collaborates with central office Administrators, Building Principals and Department Directors regarding investigations of alleged classified staff employee misconduct and discipline.
• Assists the CHRO in management of the benefits administration.
• Assists the CHRO in management of FMLA and other leaves.
• Assists the CHRO in conducting certified and administrative investigations and/or meetings to address employee misconduct.
• Provides disciplinary letters to leaders for classified support staff consistent with the district format.
• Assists the CHRO in the review of criminal background checks for applicants and volunteers.
• Serves as a resource for classified staff regarding leave (time off) programs including the administration of sick leave, personal leave, vacation, funeral and leaves of absence.
• Interprets existing personnel policies and regulations to the classified support staff.
• Conducts compensation reviews for classified positions and makes recommendations as appropriate to Administration.
• Develops and implements a classified district level orientation program.
• Provides handbook education/training to classified staff throughout the district.
• Assists the CHRO as necessary in the interactive ADA process.
• Manages the classified sick bank program.
• Serves as a member of the bus driver bargaining team.
• Reviews annually the classified and bus driver handbooks and makes recommendations to Administration for updates.
• Manages the annual classified employee of the year program.
• Manages the ASC front desk role, coverage and staffing.
• Works closely with the payroll department to ensure classified information is processed in a timely manner.
• Attends district level large cabinet and leadership meetings and trainings.
• Serves as a backup to the department in the absence of the CHRO.
• Perform other such responsibilities as assigned by Administration.

SUPERVISORY RESPONSIBILITIES: This position manages two positions with a third indirect report. Serves as the primary point of contact for Human Resources in the absence of the CHRO.

PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is frequently required to sit and reach with hands and arms. The employee is occasionally required to stand, walk, stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 40 pounds.


The employee shall remain free of any alcohol or nonprescribed controlled substance abuse in the workplace throughout his/her employment in the Corporation.
