Proposal Manager – Temporary Department: Raytheon Weapons System (RTX) – Tucson, AZ (Hybrid) Date Posted: 2026-01-30 Location: 3360 E Hemisphere Loop, Tucson, AZ (Hybrid) Overview The Raytheon Weapons System team seeks a temporary Proposal Manager to develop comprehensive proposal strategies for product contracts, oversee proposal development, analysis, review, and support negotiations across the program portfolio. Responsibilities Prepare, revise, update, and monitor required documentation and analysis in compliance with proposal requirements, corporate, and business policies. Develop compliant proposals and actively support customer negotiations across the program portfolio. Maintain key metrics as critical process indicators for proposals and associated processes. Maintain strategic relationships with industrial base, government, and authorities in assigned customer contracts. Ensure on‑time delivery of proposals, providing turnaround metrics, identifying improvement opportunities, and ensuring quality, schedule, and cost requirements are achievable. Support negotiation and implementation of large, complex contracts including offset agreements and adjacent business opportunities. Coordinate with program teams to meet all proposal efforts, building respectful and collaborative relationships. Support domestic travel as needed. Ensure proposals comply with all FAR and internal requirements. Qualifications University Degree (or equivalent) with minimum 8 years relevant experience, or Advanced Degree with minimum 5 years experience. Experience leading cross‑functional teams (Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management). Experience in proposal development (TINA compliance, Offset/Industrial Participation, RFIs, etc.). Ability to obtain and maintain a U.S. security clearance (U.S. citizenship required). Preferred: International experience (FMS, DCS), geographically dispersed cross‑functional leadership, proposal development and pricing processes, federal proposal regulations (FAR, DFAR, TINA). Strong communication, team building, conflict resolution, and relationship‑management skills. Other Requirements U.S. citizenship required. No security clearance currently required but must be able to obtain one. Benefits and Work Arrangements Position is fully hybrid with onsite presence required in Tucson.
