The Senior Policy and Data Analyst provides expert-level data analytics and policy support to inform decision-making across the Sustainability Bureau. This role focuses on the development, analysis, and application of data to advance building energy efficiency, decarbonization, and sustainability initiatives, serving as a key technical resource for both policy and operational work. Under general direction, with latitude for the exercise of independent judgment and initiative, the Senior Policy and Data Analyst performs technical work, research, and analysis. Primary responsibilities will include but are not limited to:Providing expert data analytics support, including designing and executing complex analyses to inform policy and operational decisionsCollaborating with internal stakeholders and leadership to operationalize Bureau processes, develop standard operating procedures, and refine KPIsEnsuring quality control across data streams and reporting metrics, supporting accurate measurement of sustainability KPIs and progress toward citywide emissions goalsLeading the development and implementation of analytics tools, decision support systems, and dashboards to support policy and operational decisionsTranslating complex data analyses into actionable insights for policy development, regulatory compliance, and building decarbonization strategiesSupporting and contributing to special projects as assigned by Bureau and Agency leadership, providing technical expertise and analytical rigorPresenting technical findings and policy implications to both technical and non-technical audiences, including senior leadershipServing as a subject matter expert on sustainability policy, emissions reduction strategies, and regulatory frameworks related to building energy performanceMinimum Qualifications:A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering, engineering technology; environmental science; facilities management; physics; or a related field; orCompletion of an apprentice program, a minimum of two (2) years in length, in a construction trade with an emphasis on energy efficiency for buildings and two (2) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; orFour (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage; orEducation and/or experience equivalent to "1," "2," or "3" above. One (1) year of acceptable experience will be credited for every 30 semester credits of undergraduate education in any of the fields described in "1" above. One (1) year of acceptable experience will be credited for a master's degree in any of the fields described in "1" above.Preferred Skills:Exceptional analytical and problem-solving skills, with the ability to draw actionable insights from large and complex datasetsDemonstrated expertise in advanced data analysis, quantitative research, and evidence-based policy developmentExperience using advanced analytics tools and methodologies to collect, manage, analyze, and visualize dataExperience developing, maintaining, and documenting databases, data pipelines, and analytical workflowsStrong SQL and database querying skills, including data extraction, transformation, validation, and reconciliationExperience creating dashboards, reports, and data visualizations to support operational and policy decision-makingFamiliarity with predictive analytics, machine learning, geospatial analysis, or other advanced analytical techniquesAdvanced proficiency in Microsoft Excel and experience working with analytical and business intelligence toolsStrong written and verbal communication skills, with the ability to clearly explain technical findings to non-technical audiencesAbility to manage multiple priorities, meet deadlines, and work independently in a fast-paced environmentInterest in understanding complex regulatory frameworks, government operations, and building sustainability programs.55a Program:This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
