POSITION SUMMARY
The Clinical Director provides leadership and operational oversight of Outpatient and Residential programs in compliance with standards of quality care and contract requirements. This position works collaboratively and respectfully with the leadership team to ensure that the daily experience of the patients is aligned with trauma-informed care and evidence-based practice. They fulfill the job duties and program functioning in such a way that Foras mission is fulfilled.
The Clinical Director partners closely with the Director and Executive teams to analyze data outcomes to drive the expansion of services in both the outpatient and residential programs. They provide oversight of outpatient and residential facilities to ensure best practice through creating and improving systems/strategy for our patients and staff team, driving and cementing positive organizational change. To assist this, the Director will utilize their understanding of Care Systems to implement a Model of Care that reflects the organizations clinical intent to achieve recovery and personal growth in our patients. The Director has a special interest in the needs of individuals with co-occurring disorders and from diverse backgrounds and will champion Fora to be a provider of quality services to the adult population struggling with substance use disorders, mental health symptoms, and systemic trauma.
The goal of the Clinical Director role is to provide clinical and operational leadership in all facets of clinical care delivery across agency services in order to ensure the patients experience of care is consistent and professional. This is achieved by being a senior leader who is responsible for managing the oversight of daily clinical functions, improving patient care quality, and ensuring regulatory compliance. They bridge administrative goals with clinical delivery by managing budgets, optimizing staff workflows, overseeing patient care standards, and implementing policies and standard operating practices to enhance efficiency and safety. The Clinical Director is responsible to partner with the Director of Quality to assure compliance to OARS, CARF, and NARR standards, as well as enhancing policy, standard operating procedures and staff trainings to maintain compliance.
The Clinical Director reports to the Chief Clinical Officer and supervises managers and supervisors in the residential and outpatient teams. The Clinical Director is responsible for identifying and being accountable to change management in relation to improving patient quality, increasing revenue through billing and census oversight, and improved internal systems. Project management responsibilities includes coordinating and working effectively with all internal leadership and external community partnership stakeholders.
ESSENTIAL JOB FUNCTIONS
Administrative and Clinical oversight of clinical programs
- Operational management- Oversee daily program functions, including staffing and coverage needs, resource allocation, and workflow optimization to meet program and organizational goals.
- Performance Improvement-Analyze operational data to identify trends, improve patient experience, and streamline processes.
- Strategic planning-Implement short and long-term goals to enhance clinical services, reduce waste, and support organizational goals. Lead and inspire teams to achieve program expansion and quality improvement.
- Financial Stewardship- Accountable to the performance of the clinical programs revenue cycle which includes counselor coding and documentation.
- Clinical oversight-Maintains effective oversight of program structure, patient care procedures and decision making, and ongoing fidelity to model and philosophy of treatment.
- Offer guidance and training to the treatment teams in such a way that productivity, billable services, and creativity are enhanced and quality services are provided to patients.
- Oversees and maintains effective milieu and therapeutic community that is in alignment with trauma-informed and person-centered values.
- Provides a safe, stable and nurturing environment for patients and staff so they may together create a community of healing from substance use disorder, while developing the skills and resources for staff to maintain a trauma-informed environment.
- Assures that services are delivered in a culturally and linguistically responsive manner.
- Integrates clinical program leadership into Fora interdepartmental team and maintains ongoing communication with multi-disciplinary teams. Leads change management processes with collaboration of all impacted departments.
- Ability to delegate tasks while maintaining responsibility for final result.
Program structure and organization
- Knowledgeable of and provide oversight of licensing and regulatory compliance, to include OHA, NARR, and CARF standards.
- Work in partnership with Information Technology (IT) staff and business staff to maintain utilization and provide effective measurement of services.
- Patient and Process Improvement-Addresses patient complaints, evaluates patient care outcomes, and implements quality improvement across all levels of treatment services.
- Work in collaboration with Director of Compliance to identify and engage clinical departments in CQIs.
- Partner with Director of Access, Peer Services, and Medical to cultivate highly functional and collaboration relationships with external community partners to improve patient access to resources.
- Maintain awareness of program budget in oversight of program
- Work collaboratively with Director of Access and Program Managers and Supervisors in order to facilitate timely and efficient access to patient services, while maintaining budgeted census for all programs.
- Identify and implement improvement processes to expand pathways to access to treatment, and focus on reducing ineffencies to expedite streamlined patient access.
- Work towards improvement of patient successful engagement, retention, and completion rates.
SUPERVISORY FUNCTIONS
- Staff Leadership and Development-Hire, train and supervise manager and supervisors, to include adherence to program structure and achieving fiscal benchmarks.
- Responsible for guidance and development of members of leadership team within the clinical programs. This includes on-going performance evaluations, identifying areas for growth for personnel, and coaching to success.
- Participate in recruitment, training, and retention of staff competent to provide substance use and dual diagnosis services to patients. Ensure that managers and supervisors provide clinical staff and interns with consistent individual and group supervision in compliance with OHA regulations
- Partner with clinical leadership and Director of Compliance to ensure quarterly audits of patient charts and collection of patient satisfaction data is implemented. Develop and execute quality improvement plans based on outcomes.
- Build collaborative leadership teams that supports Foras missions and values.
- Assist staff in understanding of their role and responsibilities in the delivery of patient services.
- Create an inclusive environment where all staff are valued and experience themselves as contributors in the treatment process.

- Oversees operational aspects of clinical tasks and roles and provides strategic advice/direction to functionalize the service delivery model.
- Work as an integral part of the Leadership team to achieve the vision and aims of the organization. Supports inter-service area communication and coordination.
- Have an in depth understanding of operations, both clinical and administrative.
- Sets service goals, and reviews.
- Establishes a system to monitor for accurate and timely documentation among the clinical team.
- Has a good knowledge of accreditation process and requirements, and participates in the accreditation site reviews.
- Promote professional growth and communicate vision of organization and service to team members.
- Being available after hours to assist decision making and assist with crisis intervention (which includes being a part of the leadership after hours on-call rotation).
QUALIFICATIONS
EDUCATION AND EXPERIENCE REQUIRED
- Masters degree in a behavioral-health related field
- Current QMHP certificate or Licensure such as LCSW, LPC or LMFT preferred
- A minimum of 3 to 5 years experience at the managerial or senior leadership level in a co-occurring behavioral health setting, with accountability for clinical quality, program performance, and regulatory compliance.
- CADC II or higher preferred

OTHER REQUIREMENTS
- Verification of Sobriety, per Oregon Administrative Rules (OAR) standards
- DHS Background Check Approval or alternate Criminal History Check agency approval
- Successful completion of Drug Test upon hire
- Documentation of Tuberculin test and/or evaluation with negative results or evidence of non-communicability
WORKING CONDITIONS
- This position generally works in an indoor office environment with infrequent travel between sites or to special events.
- Position requires some overtime, including evening and weekend work. Adjustment of work schedule may be required.
- Position requires on-call availability to respond to emergency situations during off-duty hours including via cell phone.
- Possible exposure to communicable diseases which can encompass a variety of illnesses and infections, including tuberculosis, Hepatitis A, B, and C, and HIV.
