Contract Administrator IV / State Price Agreement Administrator - hybrid

Position: Contract Administrator IV (H1H4XX) – Department of Personnel & Administration (DPA) Job Overview Oversee state-wide procurement activities, serving as the liaison between the State Purchasing and Contracts Office (SPCO) and external customers. Manage price agreements, provide guidance and training to agencies, develop policies, and support SPCO initiatives. Responsibilities Statewide Price Agreement Solicitation and Contract Administration Develop, implement, and administer statewide IT price agreements for state agencies, schools, higher education, and qualified non‑profit entities. Provide guidance to the Price Agreement Manager and/or Chief Procurement Officer on procurement strategy and new state price agreements. Manage price agreements from inception to completion, including market research, solicitation development, evaluation, award, and vendor performance monitoring. Maintain procurement records on CORE, VSS, or approved platforms; monitor renewals and assist in future rezoning or modification. Build market knowledge, continuously seek improvement ideas, and collaborate with stakeholders to ensure continuous supply. Agency Support, Guidance, and Training Conduct market research and sourcing methods for non‑delegated agencies and Group 1 purchasing agencies. Provide technical guidance on procurement rules, strategy, specification writing, and use of statewide agreements. Develop and present guidance to the statewide procurement community; participate in roundtables and SPCO events. Support SPCO training and monitoring programs; provide assistance to SPCO staff as requested. Policies and Procedures Assist in developing and implementing policies, procedures, operating plans, and programs for SPCO and the procurement community. Recommend specification standardization, trend projections, and process improvements to the Strategic Sourcing Specialist and Senior Managers. Review procurement questions and provide input on decisions made by the State Price Agreement Manager and/or Chief Procurement Officer. SPCO Support Maintain current knowledge of fiscal, procurement, and contract fields; stay updated on trends and cooperative purchasing. Assist with open records requests, event planning, and other duties assigned by SPCO. Minimum Qualifications Experience Only: At least 7 years of procurement experience, including contract administration, issuing formal solicitations, evaluating proposals, and negotiating contracts. Education and Experience: Bachelor’s degree in a field related to the assignment plus at least 3 years of procurement experience; additional education substitutes for experience on a year‑for‑year basis. Preferred Qualifications Prior experience managing Information Technology contracts. Working knowledge of the Colorado Procurement Code and Rules. Experience creating and managing solicitations from drafting through vendor selection. Experience drafting, negotiating, and managing a diverse contract portfolio. Professional procurement certifications such as CPPB, CPPO, NIGP‑CPP. Strategic and analytical thinking, research skills, and problem‑solving mindset. Strong customer service skills and ability to partner with stakeholders. Previous state service related to the work of the position.
