Engineering a World of Possibilities Join Mines Office of Procurement and Contracting as our next Contract Administrator. In this position you will oversee the application and utilization of statutory guidance, administrative rules, policies and practices pertaining to the drafting and negotiation of expenditure, revenue and other types of contracts for the Procurement and Contracting Department. You will review contracts, draft unique contract language when existing terms and conditions do not satisfy the needs of Colorado School of Mines, and serve as a key member of the procurement and contracting team and a resource to faculty, staff and campus administrators. Responsibilities Maintain the integrity of the public procurement and contracting processes. Determine appropriate contracting methods and obtain required approvals. Support the Procurement Team with contracts and amendments necessary for the procurements being processed. Review expenditure and revenue contracts for adherence to State of Colorado statutes, Mines fiscal policies, Mines procurement policies, and other business‑appropriate terms. Perform contract review and negotiations on Mines’ contract templates and vendor contracts. Understand and comply with internal controls related to the procurement and contracting processes to help mitigate associated risks. Maintain high ethical standards in order to treat all persons involved with Mines fairly and equitably, ensuring the financial integrity of the University. Identify when a contract requires a waiver of Mines’ policies/rules and make effective recommendations to the Director of Procurement and Contracting. Draft, negotiate and administer low to medium‑complexity contracts on Mines or vendor templates; identify and communicate business risks to campus users. Review and negotiate non‑grant funded expense contracts, revenue contracts, revenue‑neutral contracts, donation agreements, and other types of contracts for compliance with relevant statutes and Mines policies. Develop a strong understanding of the substance of contracts being processed and summarize business risks for discussion with appropriate levels of Mines staff. Conduct contract negotiations with vendors and identify high‑risk, problematic, or difficult contract terms, working with senior contracting staff to resolve. Ensure compliance with internal procurement controls and regulations, and execute contracts within delegated authority limits. Identify, review, and protect the interests of Mines by assessing contract terminology, content, and obligations of physical resources, ensuring adequacy of contract language and mitigation of risk. Determine when legal and business risks require input from leadership and recommend appropriate agreement formats (purchase order, contract, master agreement, consortium agreement, etc.) to meet business needs. Support the implementation of procurement process redesign or changes, draft and test updates to policies, procedures, and template documents, and identify and report recurring process bottlenecks. Deliver formal and informal contract training to campus stakeholders on policy, tools, and workflows. Utilize Workday, contracts database, Microsoft suite, and other campus and procurement tools to support process efficiency and provide campus user training. Provide feedback on system functionality to support continuous improvement and maintain a basic understanding of fiscal year activities. Minimum Qualifications 1‑4 years of relevant contracting experience. Bachelor’s degree in business or a related field. Professional working history and knowledge of contract law. Proficiency in Microsoft suite and experience using spreadsheets, databases, presentation software, and enterprise financial systems. Demonstrated customer service skills and the ability to work effectively with a wide range of constituencies in a diverse community, meeting multiple deadlines. Analytical and problem‑solving skills, including the ability to identify risks and use independent judgment within the scope of standard operating procedures. Effective oral and written communication skills and the ability to treat all persons fairly and equitably. Ability to recognize when to seek assistance and maintain a high sense of personal and professional ethics. Self‑motivated, able to multitask, and skilled in establishing a cooperative work environment. Ability to apply and adhere to Colorado Revised Statutes and University policies related to procurement and contract law. Demonstrated ability to manage a high volume of routine tasks accurately while seeking higher‑level contracting expertise when necessary. Preferred Qualifications Juris Doctorate or advanced degree in business, paralegal or a related field. Experience in drafting, reviewing and negotiating expenditure and revenue contracts in a higher education or public institution. Salary and Benefits Annual salary: $76,851 – $88,600.
